Ideological and political course in high school plays a very important role in the process of socialization, lays the foundation for students to participate in social life in the future and help students to establish a correct outlook on life and values. Ideological and political course is the main carrier of moral education, and the course implementation can not do without the support of curriculum resources, Ideological and political course is no exception. Ideological and political curriculum resources development outside the school will help improve the professionalism of teacher, help accelerate the development of teacher professional, help change the way students learn and increase learning interest. But there are many problems at this stage of the curriculum resources development, this is an urgent need for us to reflect and further study. This paper selects curriculum resources outside the school as research object, study the problems, analyze the causes and propose feasible measures.This paper consists of five parts. The first part mainly reviews the domestic and foreign research present situation of curriculum resources and points out the significance of the research; The second part describes the basic ideas and concepts, highlights the significance of the curriculum resources development and features from student learning, professional development of teachers and teaching methods and other aspects of discourse; The third part mainly analyzes the existing problems in the process of curriculum resources development, such as low rate, single subject, and the Ideological and political discipline combination does not close, the formation of development is not normal and political teachers’enthusiasm is not high; The fourth part analyzes the reasons of the problems, the main problem is reflected in the policy and institutional development, the subject of development; The last part puts forward the feasible countermeasures from four aspects, respectively is the national level, social level, school level, teacher level.
