Since 2013, with the MOOC being introduced into China, the localization practice unceasingly thorough, the increasing number of Chinese course, independent research and development of MOOC learning platform came into being. However, the development of high speed does not mean that a comprehensive and perfect the construction of MOOC system.This research takes Coursera and ed X as the research object, author systematic analysis the current development of foreign MOOC courses and MOOC learning platform starting from the two levels of curriculum resources and learning platform through the method of participation. Author analyzes the basic characteristics of present MOOC from curriculum resources, curriculum content, learning mode, learning assessment and learners. Then, we can summarize the developing deficiencies of MOOC in present stage. The localization sustainable development of MOOC is affected by less relevance between course, lack of teaching personnel, low course completion rate, high construction costs and less personalized learning support.On this basis, author demonstrate that has certain practical significance of localization development of MOOC and further put forward the construction mode of localization combining with the practical problems of balanced education, the education quality and education comprehensive, education globalization. First, we promote the diversified development of curriculum content through balanced distribution of curriculum professional and provide flexible and varied teaching form and build up reasonable curriculum grading system; Second, on the basis of professional course, while guarantying to the college students and on‐the‐job personnel demand, we can appropriately consider high school students learning group to improve the effective connection of secondary education and higher education, and expand the service object of MOOC; Third, in terms of accreditation, certificate offers a variety of forms of course to continue improving the quality of professional certificate authentication; Fourth, we can eventually form thediversified construction mode named” government support, leading universities, enterprises participating" through expanding the scope of participation in the construction of the MOOC; Fifth, the professional assistant team meet the demand of diversified auxiliary teaching by improving the teaching quantity, auxiliary power and professional quality and ability,. Hoping to realize the orderly and sustainable development of MOOC localization through the above five aspects of content.
