The strategy of "The Pearl River and Xijiang River Economic Belt" has officially become the national regional development strategy in 2014. This development project mainly includes seven cities in China’s Guangxi Zhuang Autonomous Region and four cities in Guangdong Province. The area coverage of seven cities in Guangxi Province are Nanning City, Liu Zhou City, Wuzhou City, Guigang City, Baise City, laibin City, Chongzuo City, which are officially called "the Xijiang River Economic Belt".Based on the theory of internal and external relations law of higher education, the triple helix theory, the human capital theory, industrial economy theory, and using literature survey, investigation method, quantitative analysis, this research makes a study on whether the professional settings for higher education are adapted to the industrial development in the Xijiang River Economic Belt.Fistly, this study analyses the situation of industrial development in the Xijiang River Economic Belt, including the regional scope’s economic development status, the industrial structure, the key development area, and the demands for talents of the industry. Secondly, the research focuses on the conditions of the specialties with desperate demand in the designated region, covering the predictive analysis of those specialties and their present structure situations, that is, the desperately required professions’ present structure of distribution in industry, districts, stages, universities and colleges, the scale of amounts of enrollment plan and relative graduates, and majors’ categories. Finally, the strategies about optimization and adjustment of badly needed majors for higher education are put forward from the perspectives of government and institutions of higher education.This paper mainly has three highlights.First of all, according to the categories, types and levels of talents, this paper does a survey on the talents urgently needed by the three industries in the Xijiang River Economic Belt. Besides, it is talked about the inadaptation between the specialties and industrial development, which has following aspects:(1)The proportion of the amount of the professions extraordinarily required by secondary industry is smaller than that of the tertiary industry, which cannot commendably meet the needs of the Economic Belt;(2)The colleges and universities in the main port cities are especially short of majors like Port and Waterway Engineering, which is inharmonious with the desire of the development of industries;(3) The amount of distribution of the colleges and universities for training high-level talents, and the graduate professions of Transportation Planning, Port and Waterway Engineering, Urban and Rural Planning and so on, cannot well satisfy the large requirements for high-level talents in need of development of industry in Xijiang River Economic Belt.(4)The amount of distribution of desperately required majors like Electronic Information, Travel Services, Financial Management and social undertakings Management, is obviously larger than that of the specialties such as Water Conservancy Engineering, New energy and New materials Study, Metallurgical Engineering, Geological Engineering required by secondary industry,and Forest Engineering needed by primary industry, lacking the direction of diversity of talent training. In addition, the paper refers to strategies of government increasing input of the professions urgently needed, perfecting their distribution and establishing professional information sharing platform, and also strategies of colleges and universities’ professional adjustment and optimism. So far, it has been rarely seen that there are researches focusing on whether the professional settings for higher education in the Xijiang River Economic Belt are adapted to the industrial development in this region. Aimed at broadening the subject of relating discussion, this paper is looking forward to more studies paying attention to the development of specialties of the higher education.
