Research On The Status Quo Of The Adaptability Of Talent Structure And Industrial Structure In The Yangtze River Delta

The fitness degree between talent structure and industrial structure affects the economic development of each region,however,the current fitness degree between talent structure and industrial structure in China's provinces and cities is still to be improved.For example,the outline of the national medium and long term talent development plan(2010-2020)clearly points out that the talent structure and talent layout in China are not reasonable at the present stage,there are institutional barriers to talent development,the talent resources development and investment is insufficient,The concept of talent,talent scale,talent system and industrial structure are different in the positioning and strategic objectives of each region.Therefore,it is an important practical task for the government and the whole society to guide each region to optimize and adjust the fitness degree of talent structure and industrial structure.Firstly,the mechanism and theoretical basis of the interaction between the talent structure and the industrial structure are summarized by combing the relevant domestic and foreign literature.And the key concepts of talent and talent structure industry and industrial structure fit degree are defined.Secondly,the talent structure and industrial structure are regarded as two simple systems in the economic subsystem with the help of the theory of composite system in synergetics,the function of efficacy and the function of fitness are established,the evaluation index weight and fitness value are determined,the grade of fitness is divided in turn.This paper conducts a quantitative analysis on the fitness degree of talent structure and industrial structure in Jiangsu,Zhejiang,Shanghai and Anhui provinces from 2002 to 2017.Through the analysis of the empirical results of the overall fitness degree and sub-link fitness degree,we find that the overall fitness degree of talent structure and industrial structure in the four regions of Jiangsu,Zhejiang,Shanghai and Anhui is on the rise,among them,the overall performance of Shanghai is weak degree coordination,the overall performance of Jiangsu and Zhejiang provinces is weak degree imbalance,and the overall performance of Anhui province is low degree imbalance.The empirical results of sub-links show that the adaptability of input link and application link is relatively good,but the pulling effect on the overall fitness level is not obvious.The degree of adaptation of the generation link and the configuration link is low,which seriously affects the coordinated development of the talent structure and industrial structure of provinces and cities in the Yangtze river delta region.Finally,according to the conclusion of the empirical analysis,the corresponding policy Suggestions are put forward from four aspects: changing the thinking of talent development,increasing talent investment,optimizing talent allocation and giving full play to the role of talents...
