In 2012, six Normal universities directly under Ministry of Education implemented graduate education free tuition and welcomed its first exemption Master of Education graduate. Teachers’ education is the important guarantee of basic education and the quality, the improvement of education’s quality depends on the quality of teachers to a large extent, basically depends on the quality of teachers’ education. Physical Education with free tuition is branch teachers’ education.In this situation, with free education as an opportunity, in order to be served education teaching resources with country needs, develop the quality of basic education and focus on all factors infecting learning situation, which is the issue that the learning situation of Master of Physical Education with free tuition need to consider seriously.This paper selects 64 students of the year of 2012, 74 of the year of 2013 of Northeast Normal University, a total of 138 Master of Physical Education with free tuition as a sample by doing the questionnaire survey, expert interviews and other research methods, the survey focused on their learning motivation, content, state, environment. At the same time, this paper combines the results and others, and sketch out their learning situation and overall component elements. The result is having less learning motivation of theory, big gaps between the need of professional and practical course, bad learning situation about internet course, having to promote the concept of self-learning and resources utilization by the learning situation research of Master of Physical Education with free tuition of Northeast Normal University,the main results are as follows: Master of Physical Education with free tuition of Northeast Normal University have deviation of the theory and practice, gaps of learning content and courses of students’ need, the available space of network learning resources is also very big, poor effectiveness of inspection supervision. In view of the existing problems from Master of Physical Education with free tuition, this paper analyses the problems and causes, to improve the quality of Master of Physical Education with free tuition and further improve the education policy of Master of Physical Education with free tuition and provide consult and reference value.
