There have been seven consecutive free normal students who have started to work in the past ten years since the implementation of the education policy.According to the policy agreement,they had to go back to their domicile and engaged in primary and secondary school education more than a decade.There was a phenomenon of "not going down" and there were concerns about whether they can "stay" since the first graduates graduated.Over time,many studies and news reports have confirmed this concern that there is a phenomenon of resignation and default.But what were the specific reasons of their work flow?Where did they go?What was the process of their work flow?Few researchers have tracked the students who have been worked for five or six years.The investigation of the current status of the work flow of free normal students can not only reflect the effect of policy implementation,we can also rethink and improve the policy further according to the reasons behind the flow of work.Therefore,in order to study the flow of their work,the reasons of the work flow and their satisfaction with the policy,I conducted a questionnaire on 214 free normal graduates,and conducted in-depth interviews with ten free normal students who had worked for five years.According to the investigation,the work flow of free normal students includes reasonable flow and unreasonable flow.Reasonable flow,that is,in accordance with the provisions of the policy of borrowing,transfer and resignation to other schools;unreasonable flow,that means breaking the contract to flow.Whether reasonable flow or unreasonable flow,free normal students are affected by the push and pull factors of the original work and the new work,their final decision is the result of all kinds of push and pull force.Based on the analysis framework of push and pull theory,the work flow of free normal students can be summarized as follows:the direction of flow is unidirectional and urban,the purpose of flow is utilitarian and realistic,the reason of flow is special and diverse,and the process of flow is complex and difficult.Through the analysis of the reasons and characteristics of the free normal school students' work flow,we can see the free normal school students' policy more comprehensively.On the one hand,the policy of free normal school students has achieved remarkable results and obtained extensive external recognition.But on the other hand,there are many kinds of conflicts between the individual and the policy of free normal students,and the policy effect appears the target deviation.In the author's opinion,the existing target deviation of the policy has both the reasons of the policy itself and personal reasons of free normal students,such as the detects of rationalism and unclear expression of the policy itself,inadequate policy implementation and inflexible implementation constraints,utilitarianism of free normal students and lack of contract spirit.Therefore,for the further improvement of the policy,improving the policy text from the policy dimension is necessary,such as improving the withdrawal mechanism and career development of free normal students.It is more necessary to improve the policy quality of the free normal students such as improving their sense of responsibility and feelings of education,keeping the spirit of contract,and avoiding being too utilitarian.
