During the process of the development of human society, as long as the links between nations begin, it will inevitably produce the problem that how nations communicate and contact, and this way of communication and contact constitute ethnic relations. For thousands of years, ethnic relations were not static, and it constantly evolved with the reinforce of centralized feudal monarchy. The dynamic evolution of ethnic relations, whether active or passive, on the whole, showed a cohesive and blend state, or to coexist with each other, or contain each other. Speaking of the development of symbiotic blend of ethnic relations, the Yuan period was in the unprecedented prosperous period. Led by minority, having various ethnic to co-develop, Yuan Dynasty quite differed from its past in political environment, social environment, and therefore also differed from the previous generation of ethnic relations."Inclusive" was a basic principle of the Yuan government governance minorities. Basing on this principle, the Yuan Dynasty made the management strategy for Huihui. Generally speaking, the Yuan regime had a lenient attitude and preferential treatment to Semu Which mainly included Huihui. Not only did Huihui help Mongols in the war of conquering Central Plains, but also made a achievement in helping Mongols dominate the Central Plains. At the same time, Huihui had a great penetration and influence on economics, politics, culture, which could not be overlooked by Yuan Dynasty. Thus, with the inclusive ethnic policy, regarding Huihui as a key power of achieving the political goal, the leader of Yuan Dynasty practiced a special ethnic policy to Huihui. To adapt to the new social environment, ethnic relations in the Yuan Dynasty had new content and modes, this new mode of ethnic relations, which is called co-chain relationships in the text. It is a kind of management tools and practices which was based on communication and contact instead of auxiliary and control. Co-chain was a way of co-existence which meant existing together and sharing interests. The two sides of co-chain were in mutual beneficial relationship, containing bilateral two-way communication as well as multilateral exchanges. Because of the co-existence between each other, the Yuan Dynasty had long-term development in various undertakings, and the relationship between Huihui and Mongolians has been further strengthened and consolidated, making Huihui become a very active social force.This paper is based on Huihui’s second person’s identity politics, using a number of theoretical history, policy, ethnic theories and policies, using the summary method, reference method and the co-chain analysis model, focusing on official system, penalty precepts, rituals system, military system, finance and the economy, education and science and technology, religion policy, mainly talking about the management over Huihui in Yuan Dynasty. The paper mainly explains how Huihui got the overall development, creating a powerful political and economic force under the special identity. Using co-chain analysis model, this paper also has a research on the detail of management method to Huihui in Yuan Dynasty. Co-chain relationships relationship is a kind of management which is mainly about co-existence and co-development, showing the advantage of different groups. Co-chain was a way of co-existence which meant existing together and sharing interests. The two sides of co-chain were in mutual beneficial relationship, containing bilateral two-way communication as well as multilateral exchanges. Because of the co-existence between each other, the Yuan Dynasty supplied Huihui with various continence, making Huihui and Mongolain people together. The relationship between Huihui and Mongolians has been further strengthened and consolidated, making Huihui become a very active social force. The easy could be divided into five chapters, the first chapters emphasizing on the main features and social rules of Huihui. The second chapter focuses on the social background of Huihui’s management strategy and the necessity of the strategy. The third chapter analysis how Huihui could achieve holistic development in co-chain as a second person, through clarifying the politics, economy, culture in Yuan Dynasty. The fourth chapter clarifies the main feature and effect of co-development between Huihui and Mongolian people under co-chain relationship, while there is some advice on huihui’s management from the view of national policy’s conception, system and implement.
