The problem of school choice is a big event, which has affected millions of Chinese parents. The argument of the pros and cons about school choice has never stopped among the public. The phenomena of high school choosing fee, education corruption and the stress of school choosing students have always been reported by the media. Measures and rules are made by government to prohibit the behavior of school choosing. However, school choice still grows in popularity among the parents and students, who need high quality of education urgently.The reason why school choice has caused widespread public concern is not only because it is contrary with the national policy of "the entrance to the nearest", but it refers to the problem of educational fairness, especially in the condition of highly emphasizing the compulsory education balanced development. Educational fairness is an important link in the construction of a harmonious society, and it strives for the goal of our government and education department. The attention and the strategies that government pays to the issue do not solve the problem of school choice. The third plenary session of the eighteenth has put forward new requirements for school selection problem. So, the problem of educational fairness in the process of school choice has been a suspension and unresolved issues, and it needs in-depth analysis and research.This paper based on the phenomenon of school choice and educational fairness, to present and analysis this phenomenon. With the interpretation and thinking about the issue of educational fairness, and the survey about the school choosing behavior, this article will discuss the educational fairness in the process of compulsory education school choosing.There are four parts in this article:The first part is introduction. It includes the origin and meaning of the research, the research status at home and abroad, and the methods of the research.The second part focuses on the background of the problem of school choice in the stage of compulsory education. The research analyzes the history of the occurrence and development of school choosing in vertical, and the reasons of this problem in horizon, which include the factors of education itself, such as lacking high quality of education resources, and unbalance of the compulsory education development; the factors of parents, such as the consciousness and the ability of choosing school; the factors of social culture, such as the current exam system and evaluation methods, and so on.The third part is the key and difficult points of this article. It analyzes the issue of educational fairness in the process of compulsory education from the point of view of theory and demonstration. First of all, this part present and analyze the conception of fair and education fair. Then the author put forward the own view of education fairness, that education resources should tilt to vulnerable groups, and we should against the privilege of education. Secondly, the part analyzes that school choice aggravates the unfairness of education in theory on the premise of the unreasonable allocation of education resources, and the actual survey result will be quoted to expound in assist. At last this part puts up with the idea that school choice is helpful to the realization of educational fairness. Because it is not only the fundamental rights of citizens, but also meets the individual differences of the development of the students, and fills the unfair defect caused by policy of "the entrance to the nearest".The fourth part aiming at the loosing efficacy of government measures for solving school choosing, and the unfairness in the process of school choice, puts four suggestions to improve the phenomenon of school choice. Firstly, transform the weak school to reduce the gap between schools; secondly, develop characteristic and diversified school to expand the ways for choice and to meet the different needs of students and parents; thirdly, reform the enrollment system to regulate the behavior of school choice and increase the chances that the weak school students choose schools; finally, establish a clear attitude towards the school choice, which means it should not be treated strictly forbidden. It should be controlled in order to protect the rights of some people choose school, and reduce the unfair phenomenon in the process of school choice.
