With the fast development of rural area, more and more parents attach importance toeducation.However, the current situation of compulsory education in rural area, which is of low-leveredand resource-lacked, can’t satisfy their high demand of education resource.The phenomenon of school choice, especially, the countryside children poured into urban school,becomes worse for the unbalance compulsory education development between rural area and urbanarea.This thesis takes X County in Henan province as an example. It studies and analyses the phenomenonof school choice, especially, the countryside children poured into urban school during their compulsoryeducation period.This thesis shows: On one hand, this movement cause students lack in most rural schools;the social development on the wane; the dropout of impoverished students in remote rural area; the wasteof education resource; the increase of education fee in compulsory education period; the neglect of familyeducation etc.On the other hand, the full house in urban schools caused by the poured countryside children,which break the balance of compulsory education development system in the county area; widen the gapbetween rural area and urban area of compulsory education development; trapped the urban schools into“scale expand” vicious circle.The problems caused by the phenomenon of school choice are more socialproblems than education problems, which needs our attention.The10thArticle in Compulsory Education Law stipulates that the State students receiving compulsoryeducation free of tuition. Also clearly stated in the Notice of the State Council on deepening the ruralcompulsory education funds safeguard mechanism reform, the exemption of all rural students receivingcompulsory education tuition and fees, provide free textbooks to students from poor families, and subsidizes the cost of living of boarders. Intensifify the compensation of the rural students receivingcompulsory education, which is benefit to people’s livelihood, and narrowing the education gap betweenurban and rural riding out the policy. But in our investigation process, we find that concession objectivelyis about amount to the school choice free. National benefits can not really implement the rural peoplethemselves, rural family education expenditure and income do not meet the requirements of harmonioussocial development.This thesis uses the empirical study mainly. It analyzes the school choice phenomenon which put intoactual social situation. Through the study from practical to theory, this thesis recovers the influence ofschool choice on education in both rural and urban area. Then, it also try to explore the reasonable way tosolve the problems which caused by school choice. At the same time, it brings up propose and suggestionto deal with this phenomenon.To these problems, this thesis, in the current period,This paper reveals school choice reasons and lead its responding conflicts. It gave many ways to dealwith the phenomenon from government duties and participation in society. We should not be too muchemphasis on government responsibility on condition that our long-term high-quality educational resourcesare scarce and the uneven distribution of educational resources. We should be a make a breakthrough modeof government as the only compulsory education and managers.And we should try to come true the widerange of compulsory education school system.gives several methods: reform the compulsory educationsystem in rural area; broaden the investment of education fund; promote the construction of characteristicsschool; carry out “take turn of teachers” in the whole county area.
