Strengthening university scientific management, improving the quality ofmanagement of higher education have an important significance to enhance the level ofscientific research, educational benefits, development potential and competitiveness.Asthe major participant and bearers university management,University administrationdepartment staff’s Professional quality, ability and attitude determine the quality of workin University Management.So, design a scientific, fair and reasonable incentivemechanism, making personal values??and organizational goals organic unity, fullytapping the potential,enthusiasm and creativity of university management team is thekey to enhance the core competitiveness of universities and make colleges anduniversities achieve sustainable.This paper use questionnaires and structured interviews to study the current situation ofhuman resources motivation, problems and the causes of the problem of Universityadministrative departments,and get the following conclusions.Analysis on the current situation of human resources incentives of administrativedepartment of Guangdong Finance University.The results show that, Human resourcesincentive effect of Guangdong Finance University’s of administrative departments donot make people wishful.is very weak for incentives to enhance staff motivation andproductivity, enhance the role of employees’ sense of belonging and identity of theschools no matter it is the pay, benefits or organizational support, social acceptance,growth training and job promotion.Administrative staff of the school have a lowsatisfaction of human resources incentives. It can be found that incentive program of administrative departments of GuangdongFinance University design is unreasonable、unscientific and implementation incompleteand not in place after diagnosis of human resources incentives of Guangdong FinanceUniversity. The main reason of poor incentive effectsis is that the old schoolmanagement philosophy led to human resources incentive program of administrativedepartments which is designed lacking of scientific and relevance, whileimplementation lacking of the necessary safeguards and systems.If you want to enhance the effectiveness of human resource incentives. First, schooladministrators should abandon the old management philosophy, attention to effect of theincentives in improving staff motivation and efficiency;Second, we should increasesurvey intensity of the demand for workers to fully understand the needs of theemployees, and design human resources incentive programs of the administrativedepartment based on the survey results to ensure the human resources incentiveprograms of administrative department match the employees’s demand; Finally, itshould gradually improve the system and measures which relate to human resourcesincentives of administrative departments to ensure that the human resources incentiveprograms of administrative department are strictly implemented.
