Talents are the most important factor to influence the social development in the 21 century. On the views of the requirement of the new socialistic countryside construction, no matter what the industry development, the basic infrastructure construction and spiritual civilization construction and social undertakings development, a strong intellectual support and personnel security are always required and indispensable. As the principal part of the new rural management and service to the agricultural administrative departments, whose particular duty lead that the development level of human resource management of the regional agricultural administrative departments decide the development level of its agricultural economy and even the process of the new countryside construction.The status quo of human resource management of the agricultural administrative departments in Changde is taken for an example in this paper. Through questionnaires survey, interviews and statistical analysis of the relevant data, some achievements are produced as follows: formed a agricultural human resource management agencies preliminarily; A Contingent of human resource management of the agricultural administrative corresponding to the scale of agricultural production of Changde city is built; the reasonable staff qualifications structure and professional structure; good education and training situation. However, as a result of a series of reasons such as deep-rooted traditional personnel management thoughts, lagging human resource management mechanism and the lack of organizational culture, some questions are still existed in the management department, for example, lack of modern human resource management awareness; institution system is not perfect; human resource allocation more unreasonable; access to human resources deficiencies; human resources evaluation system performance deficiencies; human resources imperfect incentive mechanism and so on. All of those hamper the sustainable development of the new countiyside construction.To sum up the above analysis, the strategies and recommendations of construction of modern agricultural administrative departments of human resources in Changde are proposed from the mechanism, system construction and management level: improving human resource management and foster the modern concept of human resources management; sound institution system, the protection of human resource management and development in an orderly manner; the preparation of human resources planning and building human resource development system; optimization of human resources access mode; access to comply with the requirements of its own human resources development; rational allocation of human resources; improving human resource performance evaluation mechanism; updating Human Resources incentive mechanism of the agricultural administrative departments in Changde City; mobilizing the Extensive staff's enthusiasm, initiative and creativity.
