Children are a significant target group in the research field of social welfare, In the rapid transformation of social and economic structure of concurrent China, they are more vulnerable and need more attention and support.There are44million children in poverty in central and western rural China. Proper education for them is not only a discussion of education fair, but also a problem that could influence the improvement of the quality of the nation and the stable of the country. The constitution of China states that people have equal right to be educated and the government has the obligation to provide free education for children. China completed the full coverage of compulsory education and the expenditure of education reached4percent of GDP in2012. However, there are still many problems in the education field, which includes imbalanced organization of education resources, different qualities among urban and rural areas, and the slow development of preschool education. To some extent, these problems lead the continuation of poverty and generate the Matthew Effect.Currently, the government provides education mainly through schools, which is the main channel for citizens to get education. Researches show that, to a large extent, the education problems of poverty children in China are caused by the imbalance of supply and demand, which means the quality, quantity, and structure of the education cannot match the needs of the children. It is mainly caused by the economic and policy factors. The policy maker should pay more attention to the children’s needs and make tailored policy on the basic of researching. In addition, providing proper benefit to backward area and adjusting the current policy are needed, which could provide better service for the target group.
