Since the founding especially after the reform and opening up, China’s basic education asmade tremendous development and progress. As an important part of the basic education ofprimary and secondary music education has made great progress, but due to various easons,China’s primary and secondary music education in the basic education system is still a weaklink. This situation is inconsistent with the requirements of quality education, but also withthe needs of economic and social development are incompatible, Basic music of ducationmust be reform. In2001, China’s Ministry of Education formulated and promulgated the"compulsory music curriculum standards"(trial version), after the trial of the decade, in2011,China’s Ministry of Education has formulated and promulgated the "compulsory musiccurriculum standards"(Revised draft), as China’s reform and development of basic musiceducation pointed out the direction. In the course of ten years of the new country "compulsorymusic curriculum standards" in practice, our basic music education indeed has made greatachievements, but there are also a series of problems.Music education in primary and secondary school music teacher leading role in theprocess of being weakened phenomenon of this thesis for a new "compulsory musiccurriculum standards" appears in the implementation, expand the discussion. This paperargues that the process of music education in schools was the result of weakening "the leadingrole of the teacher" phenomenon, mainly because some primary and secondaryschool educators misunderstanding of the new "compulsory music curriculum standards",which will have a negative impact on China’s elementary music education. To change thissituation, we must in our primary and secondary music education process, to strengthen andhighlight the leading role of primary and secondary school music teacher.Research method is mainly used in literature analysis, in addition to borrow comparativeanalysis and other methods. The main thesis is divided into six parts, The first part is anintroduction, description of the main topics of this paper reviewed the reasons and relatedresearch and research methods, innovations and shortcomings.the second part describes the relationship between the meaning and the leading role ofteachers and the student body of the proposed teachers’ leading role in the dominant positionof students is a dialectical relationship between unity.The third part is to explore new ’compulsory music curriculum standards,"thepromulgation and implementation of impact on teachers’ leading role.Mainly discussed from both theoretical and practical aspects, mainly explained after theenactment of the new "compulsory music curriculum standards," the implementation processin music teaching in primary and secondary school teachers did appear to weaken the leadingrole of the phenomenon. Proposes to strengthen the leading role of teachers in our primaryand secondary schools in the current music teaching is essential.The fourth part, from the realization of the main objectives of primary and secondarymusic education, physical and mental development of primary and secondary characteristics,primary and secondary school music teaching function of moral necessity of school musicteaching demonstration highlighted the leading role of teachers in three aspects. The fifth part mainly describes the teaching of school music teachers to play a leadingrole in strategy. Proposed three strategies are properly understood and implemented leadingrole of teachers, school music teachers to continuously improve their own quality, full use ofmodern educational technology assisted teaching, improve teaching efficiency, respectively.The sixth part is the conclusion. After the full text summary is presented in the finalmusical "New Standard" was promulgated in school music teaching activities, teachers shouldnot only weaken the leading role, but should be strengthened and improved conclusion.
