Research On Organizational Management And Development Countermeasures Of Football Activities In Primary And Middle Schools In Shijiazhuang City

In2009April, the State Sports General Administration and the Ministry of Education jointly issued "Notice for carrying out the national youth football activities in school", it officially launched the football sports in elementary and middle schools. In2013February, the State Sports General Administration and the Ministry of Education jointly issued "Opinions on strengthening the national youth campus football activities"(hereinafter referred to as the "Opinions"), the "Opinions" made specific arrangements for the difficulties encountered in the development process of national youth football activities in schools, the implementation of "opinions" will effectively promote the development of football activities in our elementary and middle schools. Since the national youth football activities launched on April2009, it has achieved amazing scores, and the number of cities, schools, students and campus football games has been improved. Shijiazhuang city in Hebei province is the first batch of experimental cities of national youth football activities in schools. This paper takes the organization management and operation mechanism of football activities carried out in46primary and middle schools in Shijiazhuang City as the research object, uses literature method, survey research method, interview method, questionnaire survey method, mathematical statistics and so on to investigate the development status and existing problems of the national youth football activities in primary and middle schools in Shijiazhuang City, and focuses on organizational management and development strategy of football activities in primary and middle schools. The conclusions are as follows:(1) The development of campus football activities in our country plays an important role, it can promote the formation of youth football talent with the combination of body and teaching, and can promote the in depth development of sunlight sports activities, so as to enrich the content of sports activities in school.(2) There are46schools equipped with football field in Shijiazhuang City, including30primary schools, and16middle schools. Most of these schools attach importance to youth football activities in schools, and the campus football atmosphere is strong, so the leadership of the school, parents and students can actively cooperate with the activities. Most of school leaders personally manage the training activities, and most of schools can guarantee2hours football activities each week, and arrange regular campus football games.(3) The development of campus football activities in Shijiazhuang City has clear working policy and organization structuring. The organization structure of organization management is divided into three levels, the country level is the national youth campus football team composed of the State Sports General Administration and the Ministry of education, the province level (city level) is the leading group composed of the Province Sports Bureau and the Education Department, the school level is directly managed by Shijiazhuang campus football management office. Each school has the special vice president in charge of the management of campus football, and the department of physical education in school is responsible for formulating training plan, while the specific activities and training is implemented by the campus football coach. In campus football training, most schools have clear training plan, the weekly average training time of more than half of the school athletes is more than8hours, there are strict leave system and training examination for athletes. The funds for espionage activities are mainly used for equipment and league matches. The coaches have higher level of educational background and tend to be younger.(4) The main factors affecting the development of campus football in Shijiazhuang City are:school leadership’s understanding on campus football development is not enough, the investment of funds is not enough, the number of coaches is not enough, the condition of football training site is poor, and the culture atmosphere of campus football is not strong.(5) The main problems in the development of campus football in Shijiazhuang City are:school leadership’s attention on the development of campus football activities is not enough, the professional quality of coaches is not high, parents are not positive, there is few incentive mechanism, and there are big gap among each school’s activities.(6) The basic countermeasures to the development of campus football in Shijiazhuang City are:1) Establish organization and management system with taking Department of education as the main body, and taking the sports department as the supplement.2) Strengthen the training power of campus football coaches.3) Ensure that the funds for campus football activities are enough.4) Strengthen the promotion and guidance, so as to change the concept of parents.5) Establish reasonable effective incentive measures to promote campus football activities, and establish a reasonable evaluation and supervision system.
