Mass higher education has an irreplaceable role on the improvement of the overall national quality and the national economy growth, which has been proved by theory and practice. Since the21st century, the pushing process of mass higher education has made a great contribution to talent cultivation and national economy growth, the achievement of all to be seen. But it also undergoes series of accountability, such as the decline of higher education quality, difficute employment on university graduates, over expanding on scale of higher education, irresonable of education structure and so on.From the perspectives of correlation theory of mass higher education and the primary stage of socialism theory, based on Chinese maximal national conditions,the paper looks into some experiences and lessons from both countries(America and India) in the process of mass higher education, to explore how to control Chinese higher education scale and the speed, how to deal with associated problems such as scale expansion and the education quality, structure, employment, etc, the relationship between the harmonious development of society and how to treat the popularization of higher education, system innovation, the regional development of higher education, the development of higher vocational colleges by integrating literature method, comparative education method, case study method and theoretical speculation method. At last the paper puts forward optimizing the structure of education system and educational system, avoiding the pursuit high academic qualifications, walking road of the characteristic and high quality of education from "three levels" practice of higher education scientific concept of development as well as the "four big construction" as the gripper in order to ensure the sustainable development path of mass higher education in our country by providing scientific and reasonable suggestions.
