Since the early1990’s, education expenditures have increased steadily. A series of significant reforms have been made on the system of higher education. The previous financial system which allowed total fund from the government and unified revenue and expenditure has been changed. Universities have transformed from mere teaching and researching in the past into a juridical entity of a series of activities such as teaching, researching, technology development, technology consulting services, production and schooling for the community. But with the rapid expansion of the scale of higher vocational education, most higher vocational colleges either have the problem of poor management, or bad facilities, or relatively extensive teaching process.Meanwhile, the inner management issues of the colleges are particularly prominent which restricts the sustainable development of higher vocational colleges to a large extent. The students, scale, hardware and software facilities are all factors that will effect the manage performance. So the research on improving the manage performance of higher vocational colleges has become urgent for modern education research.The thesis is committed to increase the management performance level of the higher vocational colleges effectively and quickly. By using Delphi, it established the index system of influence factors for improving the manage performance from the aspects of both internal and external environment, and from the three angles of external environment, school factors and student factors. Among them, the external factors include10factors such as financial subsidies, education laws and regulations, government supervision, the level of economic development, the income level of residents, social values, change of family structure, the situation of employment structure, school rivals and the mode of economic growth; School factors include12factors such as school property, school position, school scale, incentive system, principal leadership, brand consciousness,service ability, teaching staff, teaching conditions, professional courses, teaching achievements and school characteristic, etc; Students factors include5factors such as the number of students, students’quality, employment situation, alumni donations and social contribution. Then through analyzing various factors the writer obtained the relationship between each other.1and0are used to illustrate.1means A has direct effect on B, while0means no direct effect. Based on the relational matrix as the initial matrix, by using DEMATEL, the writer built the key factors analysis model for improving the manage performance in college A, obtained quantitatively mutual influence degree among the indexes, the comprehensive influence degree of the indexes, the reason degrees and center degrees with the help of MATLAB software, and thereby found out the key factors of influencing the improvement of manage performance in higher vocational colleges. Thus the writer proposed countermeatures based on reason degree and center degree from the factors index level and internal and external environment, pointed out that the development of colleges should not be confined to teaching team construction, teaching conditions improvement, professional courses perfection and teaching achievements, but should pay more attention to the utilization of educational laws and regulations, training of principal leadership, moderate expansion of school scale and control of students number etc, so as to provide scientific based countermeasures for rapidly improve the manage performance level of College A.
