Institutions of higher learning,as the frontiers of the country’s implementation of science and education to rejuvenate the country,play an important role in comprehensively improving the quality of citizens and promoting national scientific innovation.Deepening the reform of the personnel system in universities and breaking the rigid personnel system is a common problem faced by universities across the country.The core of the benign development of colleges and universities is the talents of colleges and universities.How to retain and motivate talents to the maximum extent is not only a problem of colleges and universities themselves,but also a social and public management issue.Therefore,a good personnel system in universities can better optimize the social benefits of universities.Especially under my country’s socialist system,the rigid management system of colleges and universities has been obviously incompatible with the rapid development of my country’s economy.Therefore,the construction of the advanced index system of colleges and universities has urgent practical and theoretical significance.In this context,it is of great significance to study the construction of a scientific and fair performance appraisal system in universities.This article first sorts out the relevant literature at home and abroad in recent years,and lays a theoretical foundation for the research of this article.Secondly,it takes the public higher vocational X college as the object,and conducts related research on its performance appraisal management status and existing problems through relevant data and existing system analysis.And in order to guarantee the research’s preciseness,this paper issues the questionnaire to the expert,through the data collection and the reorganization provides the data support for this article research.Finally,on the basis of the above analysis,we construct a more reasonable and scientific KPI index system of x college.This article uses the analytic hierarchy process to calculate the weight of each KPI indicator to determine the performance evaluation indicator system.Finally,this article puts forward relevant countermeasures and suggestions on the basis of previous research,so as to improve the performance management of X colleges.This article finally concludes through related research that there are still all flaws in the performance appraisal of X colleges.There are still obvious problems in attracting and retaining scientific research talents,which is also the main reason for the slow development of scientific research work in X colleges in recent years.This paper proposes through research:(1)Ensuring that school management attaches great importance to the performance evaluation of college teachers is a necessary prerequisite;(2)Improving the teacher KPI performance evaluation mechanism is a system guarantee for the incentive and attraction of talents;(3)Reasonable selection and evaluation The main body and the evaluation cycle are the necessary paths for the long-term sound development of the system;(4)Strengthening the communication and application of performance evaluation is a necessary guarantee for positive feedback and system improvement of the performance evaluation system.
