The Study Of County’s Population Urbanization In Jilin Province

The third Plenary Session of18th CPC central committee proposed that theremust be insisting on marching on the road of the new urbanization with Chinesecharacteristics, advancing the human-center urbanization, push the large, medium andsmall cities coordinated development with small towns, and integration developmentof industry and urban, and promoting coordinated advancement between urbanizationand new rural construction. So our country should develop the county economyvigorously and promote the development of the county town, which has great realisticand long-term significance. That not only to the promotion of urban-rural economicand social development, and promote the process of population urbanization actively,but also for speeding up the construction of new socialist countryside, achieving thedevelopment goals that the building of a moderately prosperous society in all respects.Jilin province is a major agricultural province as well as the traditional oldindustrial bases. The county towns, connecting with large and medium-sized cities,and attaching to the country-side and farmers, is the point which forms a connectinglink in the urbanization system of Jilin province. So the county’s populationurbanization is the indispensable important component in the system of urbanization.County urbanization is not only beneficial to properly solve the problem of“agriculture, rural areas and farmers”, but also to realize the coordinated developmentof urban and rural areas. In this paper, the counties are viewed as the basic researchunit, there are used to build the evaluation index system of county’s populationurbanization quality. Two analysis methods are applied in systematically analyzing ofthe level of development of county’s population urbanization in Jilin province, whichare analytic hierarchy process (AHP) and principal components analysis method.The results show that: The development level of population urbanization ofcounty in Jilin province is overall higher, but its growth speed is slow and thedevelopment of county’s population urbanization is unbalanced. In the process ofpopulation urbanization, the counties of eastern Jilin province pay attention to the development of intensive and efficient, people-oriented and green ecology, but that isa large gap between urban and rural areas. In order to narrow the gap between urbanand rural areas and promote urban-rural integration, it should strengthen thecoordinated development of urban and rural areas. However, in the process ofpopulation urbanization, the counties of central Jilin province care about thecoordinated development, but it has a large gap in the development of intensive andefficient, people-oriented and green ecology, which is not meet the requirements ofthe new urbanization, not help to promote people-oriented urbanization, andimproving the quality of urbanization. The quality of population urbanization ofcounty in eastern Jilin province is higher. It is not only higher than the quality ofpopulation urbanization of county in the central and western Jilin province, but higherthan the quality of population urbanization of county in Jilin province. In order topromote the process of population urbanization of county, Jilin province shouldpromote the development of county economy, transfer the rural surplus labors on thespot and nearby, reform the rural land system and its related system, and improve thequality of population urbanization of county.
