The rapid growth of air traffic flow in highland area has brought about the advanced requirements of air traffic control capabilities raised for air traffic controller in high plateau airport. Air traffic control (ATC) workload is the critical factor for the efficiency and operation of air traffic management. Analysis of controller workload is of significance to air traffic safety of high plateau airport. High plateau airport is characteristic of low pressure, oxygen deficit, rough terrain and complex atmosphere. Most of traditional workload assessment modes are based on flights and time-consuming of each ATC task. However, owing to the complicated environment, those traditional modes are not applicable to the analysis of ATC workload under the condition of high altitude environment.In view of the above situation, this paper is engaged in the assessment of ATC’s workload of whom are exposure to high altitude environment as the research object and CD. Wickens of mental workload "resource capacity" as the theoretical basis. Based on DEA (Data Envelopment Analysis), this paper has set up the Plateau Airport controller mental work load evaluation method, using the quantitative methods High Plateau Airport controller mental workload situation analysis.Firstly, this paper analyzes the distinguishing features of high plateau environment including terrain, atmosphere, communications and navigation equipment, etc. At the same time, according to statistical data, the factors of high plateau airport control characteristics and high altitude air traffic operating environment complexities are summarized. Secondly, we have carried the hierarchical task analysis, with the combinations of the high plateau airport control characteristics, classifying and analyzing the high plateau airport control tasks, and draw the high plateau airport control task execution flow chart. Thirdly, two levels of mental workload evaluation index system for high plateau airport controllers are constructed by B-D (brief Index&detailed index method). The combination of high plateau airport regulation characteristics, this paper constructs the evaluation model of high altitude airport workload based on DEA.The results indicate that the main indicator of characterization of high altitude airport controller mental workload is cognitive resource consumption. The specific indexes are: working memory load, operation and thinking load, attention resource consumption, control behavior reaction time, experience of high altitude control. There is no need for the method constructed in this paper to consider the weight of each workload evaluation index before the evaluation. It can reduce the influence of the subjective factor to the assessment results and further reduce the error and the objectivity and the validity of the guarantee.
