With the research and development of methods of psychology and psychological measurement in China, human resources management and talent evaluation has became formal and mature. The issue of scientific and technological personnel evaluation is not only hot problems on human resource management, but also the difficulty of scientific research, and domestic scholars have been concerned about this issue. Science and technology personnel of Xinjiang production and construction corps is the main force of the Corps to achieve leapfrog development, especially in institutionalization, standardization and the procedural construction. However, because the specific characteristics of the Corps system, the science and technology personnel of corps has its particularity. Small scale, uneven distribution, management of science and technology personnel consulted the civil servants management, so science and technology bureau of corps research the issue of scientific and technological personnel evaluation.The whole article eonsists of five parts.The first part states the purpose and significance of this topic, current research, and the main contents of this paper. The second part introduces the concept definition, the status and problems of evaluation of science and technology talent. The research object of this paper is the engineering technicians, agricultural technicians, research scientists (natural science research and laboratory technicians), health technicians and natural teaching personnel. The third part in connection with the issue of performance evaluation of science and technology personnel builds performance evaluation index system of science and technology personnel of crops, and outlines the first, second and third evaluation indexes, on the basis of expert interviews and questionnaires and field research, and existing research results and practical experience. In this paper, we describe and specify the contents of the evaluation indexes in detail at all levels, standards, and determine the weights of every index.by analytical hierarchy process. The fourth part on the basis of the index system, proposes a practical method of performance appraisal of science and technology talent. It can be quantitative methods based the index system, also can be a360-degree evaluation methods.In addition, this article comprehensive verify rationality of evaluation index system and model, through a practical application of science and technology talent in the Corps. The fifth part proposes some policy recommendations to strengthen evaluation of science and technology talent from the Corps, research institutions or universities and other aspects.The performance evaluation index system of science and technology personnel of crops building in the paper not only provides a scientific management tool to evaluate the performance of Science and Technology Personnel for science and technology management departments,but also provides the decision basis for science and technology management department of the Xinjiang Production and Construction Corps to develop science and technology talent.
