In this thesis, methods of document data, questionnaires, interviews with experts and data statistics are adopted. A series of questionnaires and interviews with some Fujian experts, coaches, athletes and referees of the first national level and above in tennis field are conducted in an attempt to better understand the present situation of the tennis referees in Fujian. Through analyzing the factors restraining the development of the tennis referees, the author of this thesis hopes to come up with some countermeasures and good suggestions in order to improve the overall level of Fujian tennis referees, thus promoting the tennis sports in Fujian. The following conclusions are drawn through this research:(1)There is a comparatively small number of the tennis referees and referees of advanced national level, not to mention the international level in Fujian. The female tennis referees are fewer than the male ones, which results in a gender imbalance.(2)There are fewer young tennis referees in Fujian province. A mature system of cultivating young tennis referees hasn’t been formed in Fujian.(3)The tennis referees are unevenly distributed in Fujian. Furthermore, there are not many chances for the tennis referees to practice judging in tennis matches because few professional tennis matches are held in Fujian.(4)Most tennis referees in Fujian have received higher education. They tend to serve as tennis referees out of their love and interest for tennis. However, they stop getting promoted to a higher level after they were awarded referees of the national level due to various reasons.(5)The English level of most tennis referees in Fujian is not good enough to satisfy their performance in the international matches. Their ability of speaking English needs to be improved.(6)The professional level of the tennis referees in Fujian needs to be improved. But they are quite familiar with match procedures with a strong professional ethics.(7)There are still no organizations to supervise the tennis referees in Fujian. The tennis referees are making slow progress due to its imperfect and poor management. Besides, there is a long interval between assessment and promotion of the tennis referees, which is unfavorable for their development.(8)In the survey, most tennis referees think good health and support coming from the family and the whole society count heavily in the development of the tennis referees in Fujian.Suggestions are made according to the conclusions drawn above:(1)The senior tennis referees in Fujian should be encouraged to cultivate and train the young ones, especially those potential female ones, by passing on their own experiences, and giving help and advice over a certain period of time in an effort to help expand the referee team members.(2)We should learn from those countries having good experiences in developing tennis sports by putting more emphasis on cultivating the young talents and promoting students referees in universities and colleges.(3)Amateur tennis games can be frequently held in those cities where tennis is not better promoted. Furthermore, they can host some provincial tennis matches in order to provide more opportunities for the local tennis referees so that they can get more practical experiences and communicate more with their counterparts, thus improving their potential ability and making up for the imbalance between cities.(4)Further promotion should be done in the process of professionalizing the tennis referees. By encouraging the young referees to become professionals, we can optimize the tennis team in Fujian.(5)The tennis referees should be entirely clear about the importance of mastering English. Practicing listening and speaking English can help a lot when communicating with other counterparts from English-speaking countries.Work out a short-term goal and cultivate the interest in English. If possible, an English-only environment can be provided to the tennis referees.(6)The tennis referees should always spend time learning tennis rules and regulations to update knowledge. Judge according to match procedures and learn from the senior referees about how to control over the court. (7) Local sports bureau can form a referee commission with a registration system to set up the assessing scales for the referees, trying to improve their standards of treatment. Meanwhile, improvement needs to be done in assessing and promoting the referees, to be specific, shorten the time interval for a referee to get promoted.(8) Strengthen the popularity of tennis and boost public interest in tennis. A referee should gain acceptance both from his family and the society, and ensure he is in good health.
