National Training Plan is a large educational engineering carried out by China’s ministryof education and ministry of finance jointly, invested550million. Rural primary andsecondary school teachers’ replacement off-job training project in Han-Dan city, as one ofNational Training Plan subprojects, aim at promoting the compulsory education balanceddevelopment, the promotion of basic education reform, improving the quality of ruraleducation, and upgrading the overall quality of rural primary and secondary school teachers,is of great significance. The author have participated rural small and medium-sized sportsteachers’ replacement full-time project specific implementation and related in the process ofscientific research works many times in the Han-Dan city, found some problems existing inthe project, such as whether training goal is consistent with the development of the sportsteachers teaching quality; whether curriculum can meet the needs of the development of ruralprimary and secondary school physical education; what is the participant motivation of thesePE teachers in rural areas; how Colleges or universities improve the education and trainingideas, how to improve the displacement off-job training program, to make the rural primaryand secondary school physical education teachers replacement full-time program play a bettereffect, etc. To solve these problems, the article, on the basis of consulting a large number ofliterature documents, We take National Training Plan replacement full-time status of projectin Han-Dan city as the research object, by integrated use of documentary, questionnaireinvestigation, logical analysis, mathematical statistics method and interview method to carryout the research of present situation and influence factors, in order to find a perfect road ofthe development of Han-Dan city replacement off-job training project, thus really, effectivelyimprove the whole quality of rural primary and secondary school physical education teachersin Han-Dan city. Specific research conclusions are as follows:(1)The trainees who participate in National Training Plan replacement full-time program,whose age distribution is relatively reasonable, however, serious unbalanced sex ratiopart-time situation also occurs in a certain range, highly educated, high title of sendingrelatively rare participant.(2)For the necessity of carrying out National Training Plan replacement off-job, trainingrecognition degree is relatively high, however, there are quite a number oftraining the students’ participation motivation with strongly utilitarian color, such as for apromotion or a raise. (3)Han-Dan college have received higher satisfaction of training students in the trainingcourse content and the classroom setting, training of each link such as "shadow" of teaching,such as concentrated training, training, facilities and environment, logistics management andso on various aspects, but in the process of training, incentive mechanism remains to befurther strengthened.(4)From the perspective of teachers’ teaching experts, the performance of trainees in theprocess of training the classroom is good, for example, positive learning attitude, classroomatmosphere was actively, more discussion questions and asking questions etc.(5)At present, the trainees who participated physical education teachers’ cultivation planalso faces certain practical difficulties and challenges in rural primary and secondary schoolof Han-Dan city, mainly have: family does not support, training and learning for a long time,the conflicts between their work and study, etc.In order to truly and effectively improve the overall quality of rural primary andsecondary school physical education teachers in Han-Dan city, and let replacement off-jobtraining programs play a bigger role, firstly, training units and the related administrativedepartments must improve the participation sports teachers’ selection system, pay attention tosending the sex ratio of participant, enlarging the youth sports teachers a chance to attend thetraining plan; Next, make the raining disciplines of the country culture program of PEteachers clear, and establish an effective incentive system; Meanwhile, strengthen publicity ofthis program, guides them to correct and objective understanding the significance and value ofNational Training Plan replacement off-job training practical, dilute the utilitarian color.Again, make physical education teachers’ development as the core in the training coursecontent design and classroom Settings, reflecting the principles of humanity, better educated,systematic and diversified; inspire their knowledge to professional sense of urgency andinitiative; Finally, properly adjust the participation sports teachers students in training duringthe work of learning, related departments should give trainees a proper assistance in terms ofeconomy, caring about the physical education teachers students’ daily life, ensure traineesconcentrate on learning, avoid too much interferences from outside.
