As a part of education system, professional and technical training is the important foundation of economic and social development, which plays an irreplaceable role in advancing industrialization, urbanization and new rural construction of our country. Teacher is the key to improve the quality of teaching, so that how to develop and manage teacher human resources scientifically, how to improve and perfect evaluation methods, and how to construct a performance appraisal system reflecting the characteristics of vocational trainers, is the focus of the personnel management in all vocational training institutions.This paper firstly integrates the home and abroad relevant theoretical research results and then demonstrates the necessity and practical significance of the research by using modern human resources management principles. On this basis, the essay takes the case of Shunda training center, investigates and does a comprehensive inductive analysis on the current teachers’performance appraisal system. It analyzes the advantages and disadvantages of the existing system. For the defects, it perfects the main body of assessment and resets the evaluation index and standard by using360-degree performance appraisal method, KPI and MBO synthetically, determines the index weight by using AHP, optimizes the assessment of teachers’professional quality, working process and results in stages by adopting the combination of quantitative and qualitative evaluation methods, and puts forward constructive suggestions for the improvement of the system. Finally, this paper expounds the safeguard measures for the implementation of the optimized teachers’performance appraisal from personnel, mechanism, technology, system and culture aspects.This paper is a certain guide for reforming the teachers’performance appraisal in Shunda training center and is also valuable for other similar institutions.
