Popularization of Higher Education to promote the rapid development of tertiary institutions,colleges and universities in the process of rapid development,is facing many serious problems and encourage competition.How to improve human resource management level,to promote the organization of employees to develop their potential,improve efficiency,and actively fulfill the strategic objectives of the organization,thereby enhancing the competitiveness of the organization is plagued by many universities problem.Currently,most universities performance evaluation is based on the requirements of the higher authorities,pro rata assessment,most schools do not have a scientific and effective performance appraisal system.Henan Quality Engineering Vocational College is a public institution,namely its traditional colleges and universities features,but also has its tertiary institutions as a special case,its design into the performance appraisal system of similar institutions have more general reference.The purpose of this study is in line with the strategic development objectives of the Institute,to build a scientific,operational,effective performance appraisal system,improve human resources management in Universities.Firstly,the current domestic and international performance appraisal on university teachers were reviewed,introduces the basic theory related to performance,compensation and so on.By Henan Quality Engineering Vocational College staff composition,analysis of existing performance pay and assessment methods to find out the current problems of performance appraisal system and performance payroll and found that the lack of scientific and rational,workable performance appraisal system,College makes strategic objectives in the implementation process of the emergence of obstacles,staff training,promotion,etc.based on the lack of incentive for employees and organizational cohesion insufficiency.Secondly,Henan Quality Engineering Vocational College as samples for the construction of the performance appraisal system.In the evaluation system design process to the strategic objectives of the College and at this stage of the task as the basis,establish the overall performance compensation strategy.After classifying staff were put forward different assessment methods and assessment indicators.In the assessment,the use of 360-degree performance appraisal method proposed sectoral assessment and individual assessment to build a combination of reasonable performance evaluation system.Analytic Hierarchy Process(AHP),according to the assessment index,building judgment matrix to calculate the weight of each index.Finally,the distribution,job promotion and other results of performance appraisal and performance pay linked to,and make timely adjustments in accordance with the implementation of the effect of environmental changes,organizational changes and other changes in the purpose,so that performance management has played a positive role of incentives.
