The article Resorts to dialectical materialism and historicalmaterialism, basing on the principles of historical,scientific, and classical truthfulness.This paper consists of five parts. The first part mainly on the research background, research significance, literature review, research methods are discussed. The second part of the development of civic education in Japanese history for clues, analysis of the different stages of Japanese civic education, civic education of the Japanese gradually from the imperfect to perfect the process. The third part of the goals of civic education from Japan, the content, methods and means for in-depth study of civic education in Japan and the achievements and problems in assessment. In the fourth part of the ideological and political education in China is certainly in the long process of development and accumulated much valuable experience under the premise that in the crucial period of social transition and the increasing speed of globalization in the context of China’s ideological and political education problems and the challenge of how to effectively carry out our ideological and political education to make three points inspiration. The fifth part is the paper’s assumptions and existing issues described. Purposes of this article is mainly through in-depth study of Japanese citizens the purpose of education, content, methods and means, based on its advanced experience in drawing our ideological and political education for the injection of fresh blood, the ideological and political education to better fulfill its educational that function, for the socio-economic development and harmonious society to contribute to transfer of qualified personnel.
