Rural Primary and Secondary School Distance Education Program (RPSSDEP) is a national key project to boost education in rural regions. The project has effectively promoted the development of rural education in our country. The project was listed in the11th National Five-Year Plan. The scale of the project, the range of the benefited mass and its cost-efficiency are all precedent in the history of cyber education in our country. Gratified by the State Council and jointly carried out by three of its departments, the program started in2003and lasted for five years. It cost11.1billion Yuan from both the central government and local branches. The program has formed a distance education network that can benefit all primary and secondary schools in rural regions.In2005. Liaoning started the Rural Primary and Secondary School Distance Education Project in10,003schools of59counties in fourteen cities. In the three years that followed, a total of326million Yuan was invested in the project making100%of coverage possible to the listed schools and receiving favorable support and good comments from teachers, students, and the mass. Through continuous efforts of all concerned in the province, a set of teaching and learning resources that suit rural primary and secondary schools has essentially been established. A team of teachers and technicians were trained and now basically possess the skills of using the distance education resources. The promotion and application of the three approaches have effectively improved the quality of rural education.During the time of carrying out the Liaoning Rural Primary and Secondary School Distance Education Program, positive management experiences were contributed by cities and counties. In the meantime, some difficulties both in theory and practice also came out to the surface. This paper studies the application of management in the actual Liaoning Rural Primary and Secondary School Distance Education Program. The goal of the study is to properly apply notions and principles of project management to the carrying-out of distance education plan, improve the levels of project management, and provide theoretical support for a favorable process and a long-lasting benefit. This paper is a supplement to the research on project management of rural school distance education in our country. It provides valuable insight to practice.The paper consists of six parts. Part One is general introduction. It’s about the background, purpose, significance to practice. This part indicates that application of notions and principles of project management can promote the levels of management of rural distance education project. Part Two is highlights of principles for the study. It puts emphasis on notions, features, and main contents of project management. Part Three is a general statement of the carrying-out, the three approaches, and current status and issues. Part Four is an introduction and analysis of the management of RPSSDEP. Part Five discusses the actual process of RPSSDEP. Part Six presents issues and improvement of project management.The paper thoroughly explores concrete means for improving distance education project management. It specifically studies project management principles and their application to distance education in a deep depth. It is a practical topic with the guidance of theory. The research and findings are a complete practice based on systematic approaches and theory of modern project management. The paper is practical and is of promotion value.
