As an agricultural and populous province, the economic development of Henanrequires a lot of professional skilled personnel, especially rural economicdevelopment. Cultivating skilled personnel depends on education, especiallyvocational education in rural areas. Whether the overall level of education improvesin rural areas or not, it will impact on rural economic development and build awell-off society. As a continuation of the basic education, rural vocational educationis an important part of the education system. At the same time, it is an important wayto transfer labor force from rural to urban and a significant part to achieve lifelongeducation of workforce and upgrade quality of skilled personnel. Therefore, the ruralvocational education has a great significance for the economic development andsocial progress. It has an important strategic significance to increase farmers’ income,improve the overall quality of farmers and make to be a powerful province ofHuman Resources.In this paper, according to actual survey, the author analyzes the existingproblems of the rural vocational education in Henan. For example, poor developingenvironment of rural vocational school; the lower position of rural vocationaleducation; the lower quality of farmers; unbalanced space distribution of thevocational colleges, compared with population distribution; some rural vocationalschools holding the wrong school-running idea; After adjustment of the ruralindustrial structure, the rural vocational education can’t adapt to the change of ruraldemand. There is unreasonable structure of teachers and the weak teachers’ strength.Some vocational schools ignore the responsibility that rural vocational collegesshould take, which makes it difficult for students to find a satisfactory job.Several factors have affected seriously the development of rural occupationeducation in Henan. And on this basis, the author analyses successful experience ofrural vocational education about vocational education mode abroad. At the sametime, the paper learns from Changyuan Cuisine Vocational and Technical Collegewhich is situated in Changyuan famous for "township of cuisine cooking" and theCollege of Xinyang Agriculture which is located in the home of Henan tea culture. According to the situation of rural vocational education and the main problemsin the development process, the author proposes the corresponding countermeasuresand suggestions. Adjusting rationally the layout of vocational colleges, according tothe characteristics of the regional economic development; improving status of ruralvocational education; setting majors reasonably; strengthening the selection,construction of teachers, and teachers quality of the rural vocational school;encouraging employment recommendation work, improving the employment rate ofgraduates.
