Rural Economy Development is a matter of overall importance on a comfortably-off society and modernization construction. The peasants' education level has a direct bearing on the rural economy development. Thus rural vocational and technical education continues the elementary education, forms the key part on life-long education of rural human resources and provides the important platform for their transfer.This essay combines several bottleneck issues relating to the increasing difficulties on peasants' income promotion, the low exchange rates of achievements in agricultural technology, the slow potential increase on the rural secondary and tertiary industries, the poor market competence of produces and the arduous transfer tasks because of the growth of surplus labors.The writer analyzes a series of factors on the vocational education which restricts the rural economy. The rural labors lack the cultural and technological quality and the peasants' skills training basis. The industry development of the south, central and north part of Jiangsu isn't distributed evenly. A large amount of graduates from secondary school who can't go on their further education are becoming the main rural surplus labors. The resources supply from rural vocational education can't reach the demands for human resources. The peasants don't have the ideas of market economy.The essay expounds the relations between the vocational rural vocational education and economy development based on the following six sides. Vocational education is a major means to enhance the peasants' cultural and technological quality, an essential condition to train their specialized labor skills and optimize the industrial structure of the agriculture, the basis to let the peasants foster market economy ideas, a manner to transfer the rural surplus labors and the supplier make benefits for the whole society.Based on the analysis of the above main issues, the writer suggests ten solutions to strengthen the government supervision and perfect the system of vocational education: correctly positioning the vocational education and optimizing its development, advancing the construction of policy and law system, guaranteeing the funds, reforming its system, improving system of professional entry, establishing the system of aids for poor students, the supervision and evaluation and employment service and organizing the relate research institute. Meanwhile the write advances six ways to develop the rural vocational education: enhancing the education to renew the labors' ideas and train their skills, improving the peasants' ideas of market economy, scientifically setting up the enrollment majors, reforming teaching models, adjusting the courses forms, organizing teaching flexibly and developing the vocational education according to the different levels. The essay integrates with the training goals, major establishment, teaching contents, teaching models, teachers, practice base, scientific assessment, employment service and life-long education to train the 'grey-collars' for the economy construction of Jiangsu.
