The University of Applied Technology is the product of social and economicdevelopment of European. In the development of higher education in our country, it is stilla new concept, although the lack of strict definition, as a kind of higher vocationaleducation form, which has been recognized. Guide a group of ordinary undergraduateschool to the University of Applied Technology is a focus of the current reform of highereducation in our country.As a new education form, the University of Applied Technology has an importantsignificance to the popularization of higher education. Enhancing the level of theUniversity of Applied Technology is an important part of the current reform of highervocational education. Teachers are the key factor in the development of the university, thequality of the double-qualified Teaching Staff determines the running level and thehealthy and sustainable development of the University of Applied Technology. Comparedwith the ordinary university, the University of Applied Technology not only has theuniversities’ commonalities, but also its own characteristics, for example, applicability,regional, diversity of students source and so on. But because of the new type of running,the development foundation of the University of Applied Technology is relatively weak,the core competence is not prominent enough, so today it’s in a vulnerable position,double-qualified Teaching Staff Construction becomes more important.This paper first summarizes the current situation, problems, experiences ofconstruction of double-qualified Teaching Staff in the University of Applied Technologyat home and abroad; Secondly, details the theory of human resource management andpedagogy, and try to use these theories application in the construction of double-qualifiedTeaching Staff of the University of Applied Technology; Finally, put forwards relevantcountermeasures and suggestions about the construction of double-qualified TeachingStaff by using relevant theories of human resource management and pedagogical theoriesof the University of Applied Technology.
