With the "elite education" to "popular education" changes of higher education, the number of university students showed increasing trend year-by-year, the structure of students and the level of complexity and diversity, making the workload of counselors worked frontline of student in the management is far exceeds the state regulations1:200teacher-student ratio, and some even up to1:600.Plus counselors not only by the direct leadership of the college, but also by indirect leadership Xuegong Chu, the Communist Youth League, career guidance centers, such as multiple administrations. Their work matters complicated, heavy workload, heavy work pressure, which often make counselor both mental and physical tired, overwhelmed.But now many colleges and universities due to lack of emphasis or lack of incentive mechanism, the team of counselors lack of the external incentives strength or internal incentive factors is not comprehensive, resulting in college counselors of self-identity is not strong to themselves of role, lack of motivation, negative coping phenomenon of work, which appeared unstable team, enhance the overall quality of the slower, staff turnover and serious phenomenon, affecting the conduct ideological and political education work.As an important part of the college teacher team and management team counselors are engaged in moral education colleges and universities to carry out the backbone of the ideological and political education work, are the healthy growth of college students mentor, a guide and close friends, their stable ranks and work attitude undoubtedly will directly affect the ideological and political education work effectiveness. With the backdrop of the changing times, the role requirement of party and government to counselors are also changing. Counselors function had gradually develop from a single political function turn to a number of functions, and counselor services, management, educational function attracted more and more attention.Establish and improve the incentive mechanism of college counselors are an important part of university human resource management and development, formed a rational resource allocation structure, formed incentive mechanism of "good person with good position, good pay for good job", to fully mobilize the counselor the enthusiasm, initiative and creativity, reduce the loss of talented people, stimulate its inherent vitality and achieve organizational goals to play the greatest energy, maintaining the stability of the team to achieve the development goals the school has practical significance.In this paper, through the use of literature research, survey research, case studies and other methods, and according to my own work experience, through incentive theory of systematic analysis, taking Hainan University for example, This article in-depth study and build incentive mechanism of college counselors, makes full use of the material motivation, mental stimulation, career development incentives and other means to mobilize the enthusiasm and creativity of the counselors, further to achieve organizational goals to maximize play. In addition, through practical examples, this article has carried the preliminary discussion on the establishment and improvement of the Construction of College Counselors incentives.
