As the guide of university students’ ideological and political education, the university counselors play a vital role in the universities’ work of talent training. To construct a complete incentive mechanism for university counselor is important to guarantee the talent training and the stability of university reform development. Although the party and country have formulated a series of documents for the team building of university counselors, but there are still some deficiencies in the construction of college counselors team. This research adopts the methods of literature review and investigation to study the incentive mechanism of university counselors. Its main content is divided into three parts:The first part includes the first and second chapter of the study, mainly elaborates the research background, purpose and significance, analyze the domestic and foreign related research, summaries the main western incentive theory to induce its enlightenment for the counselor team construction in universities, as the theory basis of this study.In the second part, chapter three and four, based on the elements of western main incentive mechanism and existing incentive research results, the author produces the Questionnaire of Incentive Mechanism for University Counselors. Based on the Training and Study Base for University Counselors in Jiangsu Province (Nanjing Normal University, Nanjing University of Technology, Yangzhou University and China University of Mining and Technology), the questionnaires were sent to 433 university counselors from Jiangsu province randomly. The survey found that the incentive policy in universities is not comprehensively or effectively implemented, the fairness and justice of performance evaluation mechanism needs to be improved, the action of salary incentive strength is small, the development motivation fails to give full play, the emotional care investment needs to be deepened, the incentive effect evaluation needs to be strengthened, the reward is not enough, punitive measures are not enough, etc.; Different levels of school-running system influence the counselors’satisfaction evaluation of incentive mechanism. In the survey of the important incentive elements, college counselors think job autonomy, plenty of resources, clear job responsibilities, equity of promotion, and fairness of performance appraisal are the most important.In the last part, chapter 5, based on the western incentive theories, according to the results of the investigation and study, the author puts forward a few countermeasures and suggestions, such as establishing and perfecting the policies and regulations of development of college counselor team, perfecting the evaluation mechanism, improving the counselor salary system, perfecting the training mechanism, strengthen the humanistic care, timely giving honors, perfecting the incentive mechanism and so on.
