Research On Service Management Of Floating Population Family Planning In Guangdong Zhuhai

With the rapid development of our country economic society and the rapidadvance of urbanization, more and more floating population flow into urban and areaswith relatively developed economy. As the floating population makes contributions tothe local economic development, they bring great pressure to the local social servicemanagement. Because of The Floating population family planning servicemanagement is an important part of the floating population service management, theremust be new challenge has to be faced. As the large quantities and changes of thefloating population, and the existing of the floating population family planning servicemanagement system of the mechanism is not sound enough, the floating populationfamily planning service management is difficult to achieve. There are manydifficulties and problems, such as the difficulties in the floating population familyplanning equal basic public services and the legitimate rights and interests’ protection.As a new work to the government, the government work report of the state council putforward a new task to the family planning work in2015, which is to promote thereform of family planning service management. It is very important to the researchand discussion of the management of floating population family planning service, thepromoting of the reform of family planning service management, and the promote ofthe population and economic and social resources and environment sustainabledevelopment in an all-round way.This paper taking the floating population family planning services of Zhuhai,Guangdong as an example. Through the research and analysis of the character of thefloating population and the current situation of the family planning servicemanagement, we found the deep reason of the floating population servicemanagement lags behind, service management mechanism not adapt to the newsituation, inflow areas’ financial pressure and the services for the organizationconstruction of the floating population.By learning from successful practices in some parts of our country, I put forward four improvement opinions and measures for the management of related services:First, through the innovative ideas, expanding contents, improve service andaccessibility, constantly meet the growing demand of family planning; Second, theinnovation of family planning that e-government service, personal credit systemconstruction to promote information work; Third, establish a perfect coordinateddominated by governments at all levels and relevant departments, organizations at thegrass-roots level, comprehensive social organizations to participate in making newpattern; Fourth, increase service network system construction, and funding forsecurity. Hoping this study can effectively enhance the level of family planning workin Zhuhai of Guangdong province and explore the new road for the reform of familyplanning service management, at the same time can actively promote the harmoniousconstruction of Zhuhai.
