Research On The Management And Service Countermeasure Of Family Planning For Floating Population In Chuzhou City

Family planning is one of basic national policies in our country, and the past, the present and the future of population problems are the key factors which restrict and affect China’s construction of modernization. How to better meet the requirement of the economic society and the population long-term balanced development, actively and steadily improve the birth policy, promote the equal basic public health services for the floating population, solve the problems related to population and promote people’s all-round development are the new tasks and challenges of China’s family planning in the situations of aging populations, the stable low birth level,Separate two child policy, and the reform of merging health and family planningIn this paper I try to discuss the main problems of family planning management for the floating population,taking Chuzhou as a case in the context of promotingthe equal basic publicfamily planning services for the floating population, the merging of family and health planning and the transformation from the social management to social service by the ways of questionnaire surveys, data access and field interviews.There are 4 main problems including the mismatching between the service supply and the demand ofthe floating population,the failure of mastering well of thebasic information of the floating population, the lack of the Grassroots administrators for the floating population and the high sex ratio at birth of floating population.In my research, I analyze the causes for different problems and find several reasons except the reasons of the floating population itself, which are the lack of service concept of family planning service management and the staff,the failure ofpropaganda and education and some institutional reasons, such as the unsound information collection mechanism, incomplete safeguard mechanism,and the failure of establishing comprehensive multi-sectoral coordination management mechanism and the regional collaboration of their condominium mechanism.To solve these problems we need to firstly establish people-oriented service concept, starting from the realdemand of floating population, enrich our service contents, innovate service mode,improve the mechanism of information collection, enhance the level of information management, strengthen the construction of staff team to ensure service management power. In addition, we can improvethe interest guide mechanism and strengthen publicity and education to promote the transition of the attitudes of the floating population and strengthen overall coordination and regional collaboration to rectify the imbalance of sex ratio at birth of the floating population.I hope that by taking these measures we can comprehensively solve the issue of population and promote the long-term goal of people’s all-round development on the bases of consolidating and strengthening basic family planning work, intensifying the comprehensive regulation of high sex ratio at birth, implementating health of the floating population family planning.
