Our country implement the family planning policy to this day has been more than40years. Many negative impacts are followed. Continued low population growth rate triggered social bad phenomenon such as lack of labor force, imbalance of population age structure the growth phenomenon of aging of population and the heavier burden of providing for the aged.This problem can not be ignored any more and urgently need to be addressed.This article aimed at analyze and explore the fertility policy fit for china’s national situation by survey the fertility concept of right-age marital and obstetrical stage about the1980s in Beijing. The study in this article mainly undertake from three aspects; fertility intentions (ideal number of children, sex preference), reproductive motives, birth time(duration).learned from the questionnaire survey. The first, the vast majority of Beijing1980s’ ideal number of children are two, birth quality have displaced birth number as the Beijing80’s main considerations. The second, no matter single one-child family and double one-child family have not apparently plan of second pregnancy, especially in double one-child family. The third, Beijing80’s male preference have been diminished apparent, a son and a daughter have been considered to be the most ideal family structure. The fourth, more and more Beijing80’s choice the most appropriate age at first birth cautiously, aimed at ensure their children healthy growth. The fifth, the traditional fertility concept such as carry on the family line, bring up sons to provide for one’s old age are not Beijing80s’ main birth motivation, more of them regard the fertility behavior as emotional comfort. This paper finally concluded that:the income level, cultural level, personal and family factors are the main reasons affect fertility concept of the Beijing80’s.This paper predicted the affection about Beijing’s future population triggered by80s and summarized the measures to adjust the fertility policy in Beijing even for the whole country. Finally this paper argues that fertility policy adjustment should be carried out timely step by step. Achieve integration of fertility policy. Establish matched auxiliary policies etc. How to adjust the policy to solve the population problem effectively while ensure the achievement of one-child policy should be the direction being considered in the future.
