Higher education in China is now in the stage of connotative development focusedon improving quality of higher education. According to the real conditions of China, toestablish efficient employing mechanism in universities has great theoretical meaningand practical value, which are significant for comprehensively improving level ofteachers, bettering quality of higher education, realizing the connotative developmentand deepening reforms in an all-round way. This paper has a better understanding of thelatest research on employing mechanism in universities by using the method ofliterature analysis, and makes a study on current situation of recruitment and promotionmechanism of teaching and administrative staff in universities in Shanxi Province bymeans of questionnaire and statistical analysis. The paper has an analysis on mainproblems in employing mechanism in universities of Shanxi Province in view ofselection, encouragement, competition, evaluation and flowing mechanism, includingtoo much procedure for administrative approving in selection mechanism, formalism inevaluation mechanism, equalitarianism of distribution in encouragement mechanism,easy entry into a working unit but difficult layoff from it and only promotion but nodemotion in a working unit in flowing mechanism, and explores the causes frominternal and external aspects, covering complicated administrative approval, twodifferent personnel systems between universities and enterprises, less flowing ofteachers among universities and so on. The paper, according to the basic clue that thefundamental system in employing personnel should be kept in a stable condition, macroadministration should be decentralized in approving areas and micro units in highereducation should have more decision-making rights in employing mechanism, comes upwith some suggestions and measures to reform and innovate employing mechanism inuniversities. For the basic employing system, it should be stable, but it needs improving.In the field of decentralization, universities must have more decision-making rights inemploying teaching and working staff through encouraging various organizationsystems in universities, changing prior approval into event-after record and allowingemploying personnel from organizations outside universities. Grass-root units, that areuniversities, must adopt many measures to increase efficiency in employing mechanism.Evaluation, encouragement and flowing mechanism should be set up by mechanism of dropping out the last one in competition and other methods. Efficient employing-teachermechanism should be established by organizing teachers’ alliance in higher education,inter-inviting teachers among universities and starting long-time holiday system forhigh-rank professors. Standardized employing-cadre mechanism should be improved byways of replacing life-long system of cadres with contract invitation system, improvingregular rotation system of cadres and other measures. Flexibleemploying-administrative-staff and employing-worker mechanism should beimplemented by means of introducing labor contract system in employingadministrative staff and workers and avoiding higher standard of employing staff forcommon administrative and working-staff positions.
