Performance assessment is an important measure of the current implementation of compulsory education reforms to improve teacher performance. This study takes A school in Changsha for example in order to explore the status, problems and countermeasures of the system. This study can rich the researches of the field and provide theoretical implications for school managers.This study makes a survey on the status of the performance assessment so as to explore the problems of the system. The study finds the reasons of the problems form school and the teachers. The school do not play the incentive role in the implementation of this system and does not pay much attention to that.In addition, the teachers do not take part in the performance assessment, and it restricts the effects of performance-based pay system. The government also limits the resources into constructive performance work systems to enhance teachers’ performance adversely.Based on the survey,the study puts forward some measures form the school, teachers and government according to some principles. The principles include teacher-centered, fairness and comprehensiveness. According to these principles, school administrators, teachers and the government should take active measures to promote the optimization of performance assessment. Schools ought to formulate scientific and reasonable performance appraisal standards, strengthen the management of the performance assessment results, security inspection quality and make full use of the incentive.In addition, teachers should actively participate in the performance appraisal reform and raise their two aspects to improve the performance level, promote the development of the system. Finally, the government should strengthen supervision and gain more resources, create conditions for the implementation of the system.
