Curriculum reform is a necessary way to completely promote quality education and realize high-quality elementary education and it is the inevitable choice to cultivate high-quality citizens. It is the important and difficult points of curriculum reform that the conditions of the schools are bad and the teaching staff are not enough in rural schools, especially in western rural schools of the impoverished areas. Teachers are the decisive factor of curriculum reform. This essay explores the problems and ways that the junior teachers are facing in the western rural schools through the investigation and reflection in teachers'carrying out the new curriculum in rural junior middle schools in Wuchuan County.This essay analyses and studies the problems that exist while the teachers in rural junior middle schools in Wuchuan County are carrying out the new curriculum in the aspect of social environment, school management and the teachers. It is found out that the social environment in carrying out the new curriculum demand prompt optimization; there exist unadapted factors between modes of thinking, system, mechanism, leadership in school management and the teachers'carrying out of the new curriculum and there are the problems that the teachers'modes of thinking remain at an undeveloped stage, academic quality is low, the condition of existence and development is not so good, and some teachers'enthusiasm to curriculum reform is not so high and they even resist it.Taking into consideration the problems that the rural junior middle school teachers have faced while they are carrying out the new curriculum in Wuchuan County, the writer has put forward some improvingcountermeasures and proposals: 1. further optimizing social environment, 2. cultivating school management, establishing the modes of thinking of school management that is adapted to the new curriculum, establishing managing system and mechanism of school management that is adapted to the new curriculum, improving the headmasters'leadership of the curriculum, 3. taking measures, reinforcing teachers'training, improving teachers'quality, establishing new teachers'culture, concerning teachers'difficult position of existence and development, creating better working, living and psychological environment, earnestly solving the practical difficulties and problems of the rural teachers while they are carrying out curriculum reform.
