Multicultural begin as only a movement, due to the launch of ethnic minority groups disagree with the United States mainstream culture on the implementation of the policy of assimilation, and put forward the multicultural education in the movement. Then, in the support of the minority, the feminist, the culture disadvantaged and the other vulnerable groups, twentieth century and sixty years, finally converge to a force of multicultural education theory. Influence of multicultural education theory into practice base are the USA schools at all levels, under this background, in order to promote multicultural education theory, and guide the multicultural education theory in practice, the federal government of America has promulgated a series of multicultural education norms, regulations, programs,collectively referred to as multicultural education policy.The main research content of this paper is the two stage of American University Multicultural Education policy:The first stage is the period of development of Multicultural Education policy. From twentieth century sixty years to twentieth century ninety years, the rapid development of Multicultural Education policy. There are two major policies on Multicultural Education in this period:Take Affirmative Action, in order to compensate the minorities and the other vulnerable groups, those once discrimination and unfair treatment in the history of the USA. Bilingual education policy, in order to solve the immigration law overhaul, the education question that a large number of non European immigrant children have low enrollment and dropout rate at school.So far, the main achievements of Multicultural Education policy in the USA university are made during this period. Such as ethnic minorities and other vulnerable groups increased enrollment, bread the tradition that all the teachers in colleges are white man.The second stage of American University Multicultural Education policy is the period of adjustment, from twentieth century ninety years to the present. A lot of influential legal disputes occurred on the university Multicultural Education policy, and the effect of Multicultural Education curriculum and teaching methods is not ideal, community sparked debate and discussion about Multicultural Education policy. In this situation, the federal government of the USA also re-examine the Multicultural Education policy, revise and adjust. There are two major policies on Multicultural Education in this period:One is "209 proposal".against the "Take Affirmative Action",because the policy give the minority preferential treatment, this caused the minority reverse discrimination against whites.The other is "227 proposal", against the bilingual education.because the bilingual education is a bomb of division under the USA, advocate the abolition of bilingual education into the implementation of invasive English teaching, advocata English is the only language.America Multicultural Education policy had a profound impact on the implementation way of America Multicultural Education. The period of development of Multicultural Education policy,the rise and development of Bilingual education policy and Take Affirmative Action. Led the American university students’demand for Multicultural Education, promote the development of the add multicultural education mode and the integration multicultural education mode. The period of adjustment, "the 209 proposal" and "the 227 proposal" through the legislative, changed the American University Multicultural Education ideas, and change the way of implementation into the conversion multicultural education mode and the curriculum development multicultural education mode.There are three main reasons for further discussions in American Multicultural Education policy issues:The effect of the USA political behavior on the educational policies.The effect of the attitude not to say yes or no of the USA federal court.And the influence of American individualism philosophy. According to the above conclusions, combined with China’s actual situation,put forward three proposals:To making of multicultural education policy in China should be scientific proof in the political, economic and technical feasibility. The Multicultural education policy of our country need to be guaranteed in the aspect of politics and economy to develop and implement. To strengthen the construction of Multicultural Education and teacher training.
