| According to the sixth national census,among the minor children in China,35.81 million minor children flowed with their parents.Among them,4 out of every 10 minor children in Shanghai are migrant children,and 3 out of every 10 minor children in Beijing and Zhejiang are migrant children.Minor children are a special member of the migrant family.They follow their parents and ushered in a critical period of their growth and development.Their difficulties must be solved by the transforming Chinese society.Allowing migrant children to "learn and teach" is an inevitable choice for social stability,harmony and sustainable development.So does the influx of population drive the growth of local basic education investment,in other words,has the influent government responded or to what extent did it respond to the public education needs of the floating population? Is there any difference in the impact of floating population on local financial education investment in primary and junior high schools?The first part is the introduction.Introduce research background and research significance,and then combs the relevant literature research of domestic and foreign scholars.Secondly,it discusses the theory of population flow,the theory of basic education investment and the relationship between them.Then,from the perspective of the actual pattern of population mobility and basic education investment,this paper analyzes the impact mechanism of floating population on basic education investment,and puts the floating population and basic education investment into a research framework.Then,in the empirical part,we take 2008-2017 provincial panel data as samples,respectively from primary school and junior high school to build a suitable panel data model,and analyze the different impact of floating population on basic education investment in the East,central and Western China.Through empirical research,we find that: the impact of population flow on basic education investment has different impact on different regions,and different stages of basic education have different degrees of response.Population flow has a negative relationship with the proportion of financial education investment,and a positive relationship with the financial education investment per student.The eastern region takes the household registration system as the threshold,so that it can maintain a low proportion of financial education investment while having a high proportion of financial education investment per student.The inflow of population does not make the proportion of financial education investment in the eastern region increase.The western region is different.The inflow of population makes the financial education investment and the financial education investment per student in the western region increase positively.Part of the reason is related to the national policy,but it can also be seen that the western region basically responds to the education public service demand of the floating population.In the two stages of basic education,the impact of population inflow on the primary stage is the most obvious.Finally,based on the results of empirical analysis,it is improved and summarized,and corresponding suggestions are put forward for different regions and different stages of basic education investment,so that the local government’s investment in basic education truly radiates to the floating population.The floating population brings great vitality to the regional social and economic development.At the same time,due to the characteristics of family,the public demand also changes.A comprehensive and in-depth understanding of the floating population in China and the investment in regional basic education is related to the happiness of thousands of families,the equity of Education,the harmony,stability and sustainable development of society.I believe that with the continuous improvement of the policy,the education needs of the floating population will continue to be met,and their children will have the same education opportunities and a better future as those with household registration. |
