Social risk is a common thing, since there are social activities, social risks exist in various forms in the world; Especially in the period of social transition, China is facing a double risk, one is the same like other countries, China suffer from the risk during the global suffering from the social risk structural, other is that china is in the transition period, which is peculiar to China, when China was in the practice of modernization strategy, china entered the risk society at the same time. In the period of transition, it is very easy enter into a high risk state. No matter the economic, social and natural environment, there are all kinds of contradictions and problems, which resulted some problems, such as social gap between rich and poor widens, frequent incidents, the worsening environmental pollution and ecological environment deterioration, then, china is facing enormous social risks. Hacked indiscriminate killing events in the highest railway station in Kunming, the riots in Xinjiang, as well as the recent happening in Hong Kong, fully exposed that China have been a risk society. More and more social risks show that the public begin doubt the government’s identity, there is no doubt all these will damage the government authority and social integrity. Therefore, have a correct understanding of social risk is very urgent, the formation mechanism of social risk research should be the premise. Only fundamentally to meet social risk, may be to make a correct response on social risks.The formation mechanism of the social risk is the study of reasons for the formation of risk and the relationship between the results. Where is the resoure of the social risk, what make the risk become a phenomenon. Then what make the risk to be a reality.
