At the current domestic kindergarten there’re three major problems in the safety management work: the first is that social environment of kindergarten surrounding is becoming more and more complex, security situation is becoming tightening; the second is that the internal security management of kindergarten is weak, and the teachers and students is short of safety consciousness; the third is that quantitative analysis method of kindergarten safety management is lack. These lead to the current kindergarten safety accidents. So in this paper, it is hoped that the safety management situation of kindergarten is studied through investigation of a kindergarten in Shanghai, and combined with theoretical analysis and practical support of the data.In order to solve the problem of the quantitative evaluation of kindergarten safety management, first of all accident cause theories should be taken to analyze the reasons of the kindergarten accidents. Secondly use analytic hierarchy process(AHP) to establish the evaluation index system of kindergarten safety management. Finally use the method of fuzzy comprehensive evaluation(FCE) to obtain quantitative evaluation results of kindergarten safety management. In that case it not only can understand the nature of the accident causes and mechanism, but also is conducive to find weak link of kindergarten safety management work.In this paper, research results of the kindergarten safety management at home and abroad is firstly summarized, and accident cause theories are analyzed, such as accident causation sequence, accidental release of energy, orbit intersecting, system safety, and so on. And introduce the analytic hierarchy process(AHP) and fuzzy comprehensive evaluation(FCE) in detail. Then use the analytic hierarchy process(AHP) to set up a two-level evaluation index system of kindergarten safety management, including four criteria layers and 21 scheme layers. Following use the method of fuzzy comprehensive evaluation(FCE) to evaluate quantitatively the safety management level of a kindergarten in Shanghai. Finally according to the quantitative evaluation of the results, put forward to some recommendations for improvement on the kindergarten safety management and safety culture construction.
