University logistics have entered the stage of connotation development. As a performance appraisal index of measuring reform effect and service quality, this stage is especially important. How to improve the preciseness and effectiveness of performance appraisal with reasonable indexes and accurate weight presents a significant and difficult issue for university logistics development. The fact that performance appraisal lacks a feasible indexes and parameters not only hinders accuracy and effectiveness in logistic appraisal but also holds back quality management and connotation development in university logistics. The university logistics’ performance appraisal system researched in this thesis assumes to be useful for elevating complete quality management and furthering university logistics’ performance appraisal in university logistics.Research methods as literature research, comparative research, and individual cases analysis are employed in this thesis to research into the construction and application of 7index models in university logistics’ performance appraisal guided by delicacy management ideas.There are four chapters in this thesis.Chapter One is an introduction, which states the research background, current research status, research plot, and research method.Chapter Two summarizes the index construction of logistics’ performance appraisal guided by delicacy management ideas and introduces the connotation and property of logistics reform and the connotation of logistics’ performance appraisal guided by delicacy management ideas. Chapter Three first analyzes the appropriateness of constructing a performance appraisal index system and applying it to university logistics’ socialization reform. The necessity, feasibility, and features of constructing a performance appraisal index system for furthering logistics reform are then expounded.Chapter Four is the application of performance appraisal index system constructed. In this chapter, the thesis first narrates concepts, classification, and requirements of performance appraisal, specifies appraisal contents of logistics performance and index modules construction. The thesis then determines two levels of the appraisal system in accordance with the appraisal contents and index module construction. The first level is an index system as appraised from the perspectives of finance and service performances by university administration organs; the second level includes two index systems as appraised in terms of secondary entity’s management, operation, and service and in terms of mid-level management personnel and staff by university logistics entity.Innovative points of the thesis include: first, the thesis maintains that university entities should be appraised from the aspects of finance and service in view of the states and special properties of university logistics reform. The appraisal indexes put forward are practical and scientific and have strong pertinence. Second, the weight assignment is scientific, specific and strongly quantitative.
