High education institution is composed of three parts, research and teaching institution ,administration and logistical support organization. These three parts co-ordinate and are complementary. Reform of University Logistics Group generates accompanied by the gradual deepening of the university reform. Any kind of reform is a systematic project, which involves a large number of institutional change and institutional adjustment. The reform of University Logistics Group performance management is an important part of resource management. Therefore, human resource management reforms in the relevant content is an important part to ensure the smooth implementation of reform,. as one of the five modules in the human resource management, performance assessment has a very important position in human resource management practice. It has a close link with the other four modules, is the base of things such as salary management and training . The role of performance management in the logistics group is likely in other organizations, but also has its own characteristics. Its purpose is to enhance the efficiency and quality of the management in university logistics social reform. At present, the domestic and foreign Performance Management theory can not meet the current reform of University Logistics Group practice, and the research is still at the initial stage. This paper aims to study the quantitative design of the performance assessment indicators in human resource management of University Logistics Group. Combination of the basic principles of establishing performance assessment indicators, first establish the relevant indicators through principal component analysis, and then use level analysis to determine the weight of each indicator ,in order to establish a reasonable weight distribution system. Finally, determine the subject of performance assessment through fuzzy evaluation method. Ensure the effective and scientific conduct of performance assessment. Through a series of indicators determine methods to establish the indicators and their weights and the evaluation methods, and ultimately establish a set of quantitative performance evaluation index system. Test the entire process of quantitative indicators through practice by successfully applied in cases.
