College and university graduates belong to human resources of a higher level, among them fresh graduates play an important role. Fresh graduates’ employment is one of the most important step of managing national high-level human resources. It is a huge and complicated social activity and public management. As China’s advanced education becomes less elitist and more representative, there is a growing focus on fresh graduates’ employment in the society. The employment of fresh graduates concerns China’s sustainable development and the building of a harmonious and stable society. During the Twelfth Five-Year Plan, Shanghai, a city with dynamic economy at the frontier of China’s reform and opening-up, is in colossal need of human resources. A growing number of graduates prefer working in this city. Shanghai thus enjoys vigorous employment growth. Therefore, Shanghai’s direct employment of fresh college/university graduates is attracting bigger attention than ever. The employment situation is experiencing fast changes due to Shanghai’s reform and opening-up progress. It has been a research hotspot in the field of public management. Now that Shanghai has entered the era of reform and development with a new round of economic transition, it is in need of more talented people and intellectuals. The human resource concept of “all rivers run into sea” will be furthered emphasized to build an all-embracing Shanghai. In order to ensure the quantity and quality of human resources to advance Shanghai’s development, it is of great importance to study the direct employment of graduates in Shanghai.This paper focuses on the direct employment of fresh college/university graduates in Shanghai. It is based on an overview of domestic and international employment theories and the employment practices of the graduates. Then it analyzes the data gathered from a field research on the direct employment of fresh college/university graduates in Shanghai during the Twelfth Five-Year Plan. After that, this paper refers to the present employment mode, provides an assessment of the status quo, and lists the existing problems and their causes. Based on that, this paper applies a modern statistics method called factor analysis to analyze the factors influencing the direct employment of fresh college/university graduates in Shanghai, including the government, colleges and universities, employers and graduates. Then it proposes a solution to promote the direct employment of graduates in Shanghai through supporting self-employment to optimize the interests of all parties. This paper can also be used for reference by other province(city) level administrative regions to promote the direct employment of their fresh graduates.
