A Comparative Study Of Differences Between Chinese And Japanese Maritime Education Administrative System

With the development of economic globalization, maritime training is bec-oming more and more important to the country, especially for China and Japa-n paying so much attention to the development of marine economy. There are a lot of factors that affect maritime education.From the macro point of view, the maritime education management department, management content and mana-gement authority have very important effect on the education development dire-ction and maritime training. Japan relys on the development of marine econom-y and cultures outstanding crew. Maritime education has much valuable experi-ence.Therefore,the thesis selects Japan as a comparative object. However, marit-ime education administration system and the country’s political, economic, cult-ure, traditions are closely related. Due to different national conditions, there are differences between the two countries maritime education administrative syste-m. Therefore, the thesis is a comparative study of the differences between Chi-nese maritime education administrative system and Japanese.Firstly, this paper introduces the general situation of Chinese and Japanese maritime education ba-sic situation and education administration system; next, this paper carries on th-e comparison from the management department relationship of administrative subordination and management power distribution; again, this paper analyses the reasons for the differences from educational administration system, educational expenditure, social, cultural and legal; finally, this paper puts forward suggesti-ons and inspiration on China’s future maritime education administrative manage-ment system reform and the development, the general situation of Japanese ad-ministrative management system is analyzed, by comparing the way of distribu-tion from three aspects of the management of the main and subordinate relatio-ns, administrative functions, administrative power to the Japanese maritime edu-cation administrative management system to improve our maritime education a-dministrative system and clarify the maritime education administrative functions between the administrative departments and maritime college,there are two ma- in aspects:the one is to shape the service-oriented marine education managem-ent subject on the national condition;the other is to establish the most dynamic maritime institutions autonomous management mechanism.
