The Research On The Present Of The Academic Committee Of Academic Power In University

The University is a place to explore the profound knowledge, academic is the essence and soul of university development. To advocate academic freedom and promote academic autonomy of the academic committee system for university academic development plays an important role. Academic committee is also the most effective academic institutions for academic staff to handle academic affairs, exercise academic power, express academic interests. It can be said that the establishment of the academic committee system can not only coordinate internal academic and executive powers of colleges and universities, but also the objective ensurance to adhere to the people-oriented, guarantee the full exercise of the academic power of the teacher group.But in reality, the academic committee are usually consists of double duty personnel, these people are prone to conflict of roles in dealing with academic affairs, their " executive thinking " often outweighed "academic thinking" makes academic committee does not adequately represent the academic interests of teachers, their academic interests are often subject to administrative violations, and some even reduced to vassal of administrative organization. As the highest decision-making body of the University academic, academic committee’s main exercise functions is evaluation, consultation, deliberation and decision-making, in which the decision function can best embody the scholars’ interests, but the academic affairs decision-making power still in the hands of principals and other administrative staff. All these make excessive expansion of executive power and the realization of academic power without effective protection, when the administrative power and academic power are in the process of the game. The reasons for these problems are not only the effections of specific historical circumstances and institutional context of our country, but also the seriously effections of the irrational structure of the academic committee itself, the blur responsibility boundaries, the academic centralization phenomenon. Therefore, to optimize the structure of the academic committee and clearly divide its internal functions, have an important role to safeguard the interests of academic scholars.This thesis is divided into six sections:Part one: This part mainly introduces the research reason, research significance, literature review and research methods.Part two: The overview mainly on the concept and features of academic committees, academic power, the executive power, the basic theory of the research are analyzed.Part three: Analysis of the the history of academic committee and evolution of academic power in the history of the development.Can clearly tease out three historical stages: the early convocation period; confused Academic Committee and its reproducibility.Combing historical evolution we can find that: the academic power of university teachers experienced a short-lived period of Cai Yuanpei just as a flash in the pan, the academic power just did not get a real highlight.Part four: Based on the the investigation of academic committee system and the induction and comb of interviews outline, to understand the organizational structure, responsibilities, authority, operation mechanism, so as to achieve in-depth analysis of the current situation of the exercise of academic power.Part five: Through the analysis found that major problems exist the current academic committee when exercise the academic powers: the lack of an effective system to protect the exercise of the powers of the academic committee; the airrational cademic committee structure, serious academic centralization; generalization of executive power,academic power weakened; academic committee and other organizations relationship dislocation; academic exercise of the powers are not standardized, the lack of an effective monitoring mechanism. And to analyze the reasons affect academic committee of academic power to exercise the right mainly in the following three aspects: the traditional cultural values, the system and the professors themselves.Part six: Proposed the corresponding countermeasures in view of the problems when academic committee exercise the academic powers: to set up the "academic-oriented" concept; to improve relevant laws and regulations; to adjust the organizational structure, to decentralize powers reasonable; to normalize its relations with other organizations, to identify the function orientation of the Academic Committee; to establish supervision mechanism, to safeguard the rights operation of the Academic Committee.
