In order to meet the needs of the development of society, our country in 1999 launched a new round of basic education course reform. Subsequently, the primary and secondary school teachers continuing education regulations and national medium and long-term education reform and development plan outline(2010-2020) have been enacted, providing education for primary and secondary school teachers in policy support. Elementary school physical education teachers are an important part of elementary schools, and they are the direct executors of the school sports. Bearing the sports and health course(level 1-3) teaching tasks, to cultivate students’ lifelong sports consciousness plays a vital role. Therefore, to strengthen the primary school physical education teachers team construction and actively carry out long-term,standard, effective teachers in training at present, our nation has become an urgent and arduous task.The improvement of education level, the key lies in teachers. The development of teachers is not a simple record of formal schooling education, but a very complicated system engineering, which needs to be posted before and after, academic and non-academic, education and ego education organically, forming teachers’ lifelong education system and model. From the perspective of teachers’ professional development, teachers’ education in our country exists in the pre-service education,which is better than that of post-career education problems, and there is an obvious thing----urban and rural differences. wheat product area in Tianshui is located in the southeast of gansu province, in such aspects as economy, education, culture,wheat area in gansu province is located in the middle level, but compared with the nation, it still belongs to less developed areas. Therefore, this topic for Tianshui wheat product area as a field, deals on P.E. teachers in primary school education, aimed at the development of primary school physical education teachers for relatively poor areas to provide the corresponding countermeasures and suggestions.This research mainly uses literature method, questionnaire survey method,interview method, mathematical statistics and other research methods. The study on the present situation of P.E. teachers in primary school education in Tianshui has carried out the thorough investigation and study. The results show that the full-time physical education teachers have a post-career education experience, but the numberis not much, nearly 1-3 times 5 years after education teachers account for 46.7%;Division commander after education mainly has the teacher training school, discipline backbone teacher training, modern information technology, remote education,institutions of higher learning education which meets five further major categories,with 63.3% of the teachers involved in the application of modern education technique training, professional sports teachers in professional knowledge, teaching methods and skills, emerging sports knowledge and skills of post-career education few. After the form of education in the traditional lectures and field of view give priority to other teaching method selection and use; In form it gives priority to short-term project training, and self learning effect is not good; compared with 3.3% of the physical education teachers in colleges and universities after education, 50% of the physical education teachers hope to further enhance their professional skills in colleges and universities, asymmetric expectation and reality; PE teachers’ understanding of post-career education is not in place, most of whom think post-career education is to improve the teachers’ qualification, accomplish tasks,evaluation rules title; 51.5% of the teachers think post-career education is to increase teacher’s wages, job promotion, which causes their enthusiasm is not high and poor compliance.The survey shows that in wheat product area, elementary school P.E. teachers in full-time education exists unknown post-career education purpose and evaluation mechanism is not sound; there are few opportunities for sports teachers in education,urban and rural differences; Contradiction between and among family, work, and after education; after education lack of security mechanism, main problems such as lack of funding. By analyzing the root of the problem, it finally puts forward the renew of the idea and rediscovers post-career education; it formulates scientific and rational supervision and evaluation system; To raise funds through various channels,provide security for post-career education and narrow the differences between urban and rural areas; to strengthen post-career education teachers team construction; to establish teachers in education base and the concrete countermeasures of network for the education departments at all levels, schools and sports teachers’ reference.
