The curriculum reform in the ordinary high school plays a very important part in thenew-round curriculum reforms all over the country. The curriculum implementation isespecially important to the curriculum reform. As a response to the curriculum reform, theeducation in Tianshui city performs well by roundly promoting and implementing the sportsand health curriculum standard. The <new curriculum standard> is very popular amongphysical education (PE) teachers and has achieved lots of encouraging changes, however,some problems still exists on the way implementing it. Based on the investigation of thepractical PE and health in Tianshui city and the comparison of the current situation, this workanalysis these problems existed and the impact factors in the implementation of PE andhealth, and finally proposes several strategies to build and improve the theoretical system ofimplementing the PE curriculum.By the literature material law, questionnaires, interviews, mathematical statistics andother research methods, and by surveying the full-time PE teachers in key high schools oneither province or city level, the ordinary high schools and some students,this study mainlyinvestigates the current situation of the team construction strategy of PE teachers and theimplementation of the sports and health curriculum standard of ordinary high school inTianshui city.Survey results shows that:(1) The Sports and health curriculum in ordinary highschool in Tianshui city is basically in accordance with the Sports and health curriculum. Theimplementation of new curriculum is mainly limited by the emphasis on PE curriculum,facilities and training of PE teachers;(2) the age structure and team construction of PEteachers are relatively reasonable, and the qualifications of the PE teachers are basically inline with the new curriculum standards and academic standard is98.3%. However, sex ratio ofmale and female PE teachers of7.43:1is uncoordinated, and the relatively low capability indoing research needs to be improved;(3) the understanding and the attitude of PE teacherstowards to the new curriculum standard is encouraging,81.35percent of the PE teachers areunderstand the new curriculum standard better, and93.22percent of the PE teachers more agree with it.but the propaganda is still inadequate;(4) lots of PE teachers change their objectives,methods, evaluation of teaching. However, even the experienced teachers think that it isdifficult to control the content of teaching, which causes confusion among PE teachers. As a result, although the form of teaching organization shows diversity according to the conceptof the new curriculum, only few PE teachers really take advantage of these teachingmethods,accounted for76.27%;(5) the deficiency of curriculum resources in ordinary highschool in Tianshui city is mainly the shortage of facilities. On the other hand, to betterpromote the development of the new curriculum reform, the information resources of PE andhealth, natural and geographical resources should also take into consideration;(6) PEteachers think that the lack of guidance in implementing curriculum, the restrictions ofteaching conditions and the support from the leaders, are important factors restricting thecurriculum reform;(7) although the teaching and research activities are held regularly, theyare mere formality instead of putting into practice;(8) the training of PE teachers is farbehind, and the training methods are limited;(9) the shortage of funds, facilities, cannot meetthe demands of PE teaching.Finally, this work explores the factors that impacts the implementation of PE and healthin ordinary high school in Tianshui city, and provides some suggestions. We hope that thiscan work as theoretical reference in the implementation of PE and health curriculumstandards in ordinary high school in Tianshui city.
