Today’s world faced with the reality of the economic globalization, the information networkand the interaction of cultural diversity, at the same time, as a result of rapid social and economicdevelopment since the reform and opening up, the concept of civic education is becoming moreand more prominent, presented in people’s vision. And it has become an important part of schooleducation.Primary and secondary school students are the socialist builders and successors and they areat the special period of physical and mental growth. Their life, world outlook and values can beeasily influenced by outside world. So we should focus on civic education, cultivating thepositive attitude and the good upright habits of the primary and secondary school students, for itcould lay a good foundation to become a qualified citizen for the future. Schools charge with thetask of implementing civic education for the primary and secondary school student, not onlytraining the primary and secondary school students the skills of citizens, but also training theprimary and secondary school students good moral character. Although China has also begun tostrengthen civic education for primary and secondary school students, but in practice the effect isnot obvious.Thus, the comparative study on the experience of civic education and the lessons ofother countries are extremely necessary. China and South Korea belonged to the cultural sphereof East Asian, in all aspects of the history and culture has a strong similarity. In terms of civiceducation, China and South Korea is also very comparable.On the basis of systematically combing the relevant research and, this study elaborates civiceducation in primary and secondary schools in Korea, used by comparative law, observation andother research methods. The main content is divided into three parts.Part I:citizens, civic education definition, brief ideological origins of civic education inSouth Korea, explained the historical evolution of the South Korean civic education fromprimary and secondary curriculum reform perspective. Part II:Introduction of the current practice of civic education in primary and secondaryschools in South Korea, including civic education in primary and secondary objectives, content,curriculum, teaching materials, means of implementation and evaluation, specifically addressedto:(a) the primary stage of civic education, curriculum and syllabus, textbooks, course contentand curriculum standards, the implementation approaches and evaluation methods;(b) junior secondary civic education, curriculum and syllabus, textbooks, course content andcurriculum standards, the implementation approaches and evaluation methods;(c) high school civic education, curriculum and syllabus, textbooks, course content andcurriculum standards, the implementation approaches and evaluation methods.Part III:a brief assessment of the development of civic education in primary and secondaryschools in South Korea to discuss the thinking by the South Korean primary and secondarypublic education thrown.
