With the continuous advancement and the deeply development of informationize education in education and teaching,higher education is facing a huge challenge, and the application of technology ability of teachers has become the key to development of higher education. Therefore, in order to promote the reform of higher education, we must pay attention to the development of educational technology capabilities. The TPACK is essential in the21st century teacher knowledge structure, focus on training teachers’ knowledge integration capability, therefore, the present study carried out the research of the educational technology ablity training of teachers under the TPACK framework, aimed at resolving the current problems occurring in universities to promote higher education information technology development.The main text carries out specific research from the following aspects. In Chapter One, The author analysis the background of this research, and then determines the significance, research content ideas and methods of the study. In Chapter2, this study is based on current theoretical basis of the content, with the results of the literature, and summarize the development status and presence abroad insufficient to provide a basis for the design of training programs, In Chapter3, the study designs for Yunnan University teachers’educational technology ability questionnaire, to understand the actual situation of the school teachers in educational technology capabilities, In Chapter4, under the reality of teachers of Yunnan University,this paper designs TPACK intellectual framework in training content and training model design, In Chapter5, this paper does some design in training and evaluating, then design of training implementation and evaluation process, In Chapter6, this study concludes with the next study envisaged.
